U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. The word innovation implies something new and exciting. That's just as true for automobiles as it is for smartphones and computers. After all, who doesn't want to live in a world where the brightest minds are constantly pushing the boundaries of what's possible, seeking to make our lives better through science? To boldly go where no man has gone before? While it's true that innovation is mostly a good thing, history has proven that mankind's brightest ideas can sometimes turn into dim bulbs practically overnight. Ever heard of the Foot-o-scope? That device allowed people to get the best possible fit for a new pair of shoes, which is great. But the machines emitted horrendous amounts of radiation in the process of offering x-ray views of the feet of its victims, which is not great. While we're not going to suggest that anything we've seen at the 2016 Consumer Electronics Show in Las Vegas is as bad as a shoe-fitting fluoroscope, walking the seemingly endless halls at CES has taught us that an interesting lesson is just as true today as it was 100 years ago: Not all innovations are really all that... well, innovative. 2014 Kia Soul priced from $14,700*

Kia has announced pricing on the refreshed 2014 Soul. At $14,700 (*plus a destination charge of $795), the new funky crossover undercuts its two primary competitors, the Scion xB and Nissan Cube, by $2,850 and $2,060, respectively. That base model includes 16-inch alloys, cruise control, wheel-mounted audio controls and a 1.6-liter, four-cylinder engine with 130 horsepower and 118 pound-feet of torque.
The mid-range model, the Soul Plus, demands $18,200 and adds a spate of exterior items, like 17-inch wheels and chrome trim, to class up the Soul's look, not to mention a 164-horsepower, 2.0-liter, four-cylinder engine. Plus customers also have access to a number of option packages, including a $400 pack that adds Kia's UVO infotainment system and a backup camera. A $1,400 Audio Package adds navigation, an eight-inch display, an Infinity stereo and automatic temperature controls. A $3,000 Primo Package adds a few notable luxury items, like a panoramic sunroof, heated leather seats, and push-button start. Finally, a $400 Eco Package adds stop-start technology and replaces the 17-inch wheels with 16s shod in low-rolling-resistance tires.
The top-of-the-line Soul Exclaim starts at $20,300 and comes with LED running lights, LED taillights, 18-inch wheels and the Plus's UVO Package as standard. Buyers can opt for The Whole Shebang, a $2,500 option pack that apes the Primo Package from the Plus. Weirdly, the Audio Package from the Soul Plus is an extra $1,200 on the Exclaim, and has been rebranded the Sun and Sand Package. Feel free to peruse the press release below for more.
