Biden says U.S. is willing to continue talks with South Korea on EV subsidy

SEOUL — President Joe Biden has expressed willingness to continue talks with South Korea over recent U.S. legislation that denies subsidies to most foreign makers of electric vehicles (EVs), an official from Yoon's office said on Wednesday. Biden gave the assurance in a letter to South Korean President Yoon Suk-yeol, who had asked the U.S. president last month for help to allay Seoul's concerns that the new U.S. rules would hurt South Korea's automakers. "We assess that President Biden reaffirmed his understanding of our concerns through a personally signed letter .... it shows Biden's willingness to be considerate towards South Korean companies in the future," the official said. The Inflation Reduction Act, signed by Biden in August, requires EVs assembled in North America to qualify for tax credits in the United States, but excluded Hyundai Motor Co and its affiliate Kia Corp from EV subsidies, as they do not yet make the vehicles there. As a car critic, you can tell a lot about a new car just by looking at a map. That's because more often than not, the geography of where a vehicle is initially launched will tell you a surprising amount about how the automaker feels about its new baby. Manufacturers want their models to be shown in the best light - dynamically and socially - so they put a lot of thought into where they first let members of the media slip behind the wheel. Luxury cars nestle up closely to swank hotels in the globe's trendiest locales, high-performance cars are let loose on breathtaking mountain roads with adjacent racetracks, and so on. It all makes for a tough life, as you can imagine.
So consider it telling that when Kia first launched the Soul way back in 2009, it did so in Miami. Trendy? Check. Billiard-table level, arrow-straight smooth roads? Frequently snarled with traffic? Check and check. You see, good as it was, the original Soul wasn't a particularly thrilling driver. Competent, sure, but its simplistic suspension, modest power and upright dimensions didn't exactly afford it entertaining driving dynamics. Which is exactly why Kia launched it in an environment utterly devoid of potholes and curves (save those conjured by the area's robust plastic surgery community), instead choosing a city loaded down with pedestrians and slow-moving motorists.

Kia Optima Hybrid and Plug-In detailed ahead of launch

Kia wants to be a leader in the green car world in the next five years, and the global launch of the Optima Plug-in Hybrid (pictured above) is an early step in that $10.2 billion plan. The company also has tech updates ready for the Optima Hybrid. However, both new models essentially copy Hyundai's latest improvements for the Sonata Hybrid and PHEV. According to a UK press release, the Optima PHEV will arrive in some global markets in the second half of 2016 with a 9.8-kWh lithium-polymer battery and a 67-horsepower electric motor – just like the 2016 Sonata PHEV. Kia will also aim for an EV range of 27 miles. There will be a 2.0-liter four-cylinder with 154 horsepower and 140 pound-feet under the hood for a total system output of 202 hp, and power will get to the road through a six-speed automatic. The company will expect its Hyundai sibling's 99 US mpge fuel economy, too. The PHEV will wear a few unique parts like a charging panel at the front of the driver's side, chrome side sills, and different wheels. Updated instruments will provide info about the electric powertrain, and a charge indicator on the dashboard that will let drivers check the status even when outside the sedan. The updates for the Optima Hybrid will also generally follow the electrified Sonata with a 2.0-liter four-cylinder, 51-hp electric motor, and total output of 192 hp. It will go on sale in "the majority of Kia's global markets in the first half of 2016," according to the release. However, we don't yet know whether the US will be one of those regions. Autoblog asked Kia Motor America spokesperson James Hope about both of these vehicles, and he told us: "KMA has made no announcement regarding the Optima hybrid. We will have more to share at a later date."
