U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Kia recalls 260k Souls for possible steering failure

Kia will recall 256,459 examples of the 2014-2016 Soul and Soul EV for a steering failure problem. The affected models have production dates between Jan. 18, 2014, and Sept. 30, 2015. According to a chronology (as a PDF) posted by the National Highway Traffic Safety Administration, there are five warranty claims from this issue as of Oct. 29 but no reports of accidents or injuries. On these hatchbacks, the adhesive that secures the steering pinion gear and the steering gear assembly can potentially separate, and if this happens drivers lose control. Dealers will inspect the affected vehicles and replace the pinion plug if necessary. They'll also install a set bolt to further reinforce things. The campaign will begin Dec. 22. In the affected vehicles, the adhesive used to secure the steering pinion gear to the steering gear assembly may have insufficient strength, and as a result, the pinion gear may separate from the steering gear assembly. CONSEQUENCE: If the pinion gear separates, there would be a loss of steering which could increase the risk of a crash. REMEDY: Kia will notify owners, and dealers will inspect and, if necessary, replace the pinion plug that secures the pinion gear. Dealers will also install a set bolt for additional reinforcement. Former Lamborghini designer reportedly headed to Hyundai

Luc Donckerwolke (pictured above) only left his position as the Director of Design for Bentley in early June, but he might have already had a new gig lined up as he was walking out the door. Donckerwolke is reportedly teaming up with former Volkswagen Group styling bigwig Peter Schreyer at Hyundai Motor, in a position to eventually take over the look of all of the Korean brands' vehicles. At the moment, this major hire for Hyundai and Kia is still just a rumor, though, and the Korean automaker is playing it close to the vest. Company spokesperson Jim Trainor tells Autoblog, "We do not comment on speculation concerning potential appointments." However, insiders tell Automotive News that the deal is the reason for Donckerwolke walking away from his long career among VW's brands. In Korea, Donckerwolke would hold a position under Schreyer at first, and he would take over Hyundai and Kia's design duties when Schreyer retires, which is expected in about two years. Donckerwolke joined the German automotive giant in 1992 and eventually came to define the modern look of Lamborghini by penning both the Murcielago and Gallardo. In 2011, he became the Head of Advanced Design for VW Group and took over styling duties at Bentley in 2012. Schreyer left a fruitful career at VW Group, including penning the original Audi TT, to join Kia in 2006. He gained the overall design duties for the Hyundai and Kia brands in 2012.
