Recharge Wrap-up: Kia Soul EV, Renault Zoe range boosts

California has removed its limit on the number of HOV lane access stickers available for plug-in hybrids. While the state removed limits for white stickers for solo drivers of battery electric vehicles to use the carpool lane, the green stickers for PHEVs and range-extended EVs had a limit of 85,000, which was reached months ago. Now, BEVs and PHEVs will each have an unlimited number of access stickers until the program expires on January 1, 2019. Read more at Green Car Reports. Kia could improve the driving range of the Soul EV in order to better compete with newer offerings. While its 93-mile range was competitive with most EVs when it was launched as a 2015 model, the Nissan Leaf and BMW i3 have since surpassed it, and other forthcoming affordable EVs like the Chevy Bolt and Tesla Model 3 will set the bar even higher. As such, Autocar says the Soul EV should get a range boost with a mid-cycle refresh for the 2018 model year. Read more at Autocar, and at Green Car Reports. Renault said to be set to unveil a new Zoe EV with a driving range of over 200 miles. With a debut at the Paris Motor Show in October, the popular European EV hatchback will about double its current range. Using a new battery pack from LG Chem, as well as a smaller, more efficient electric motor, the improved range would help make the Zoe even more popular as people make the switch to electric driving in Europe. 2014 Kia Soul to get quasi-SUV look for Europe [w/poll]

The 2014 Soul is bigger and more refined, and Kia says its look has been inspired in part by the Track'ster concept. Interestingly, European buyers will get the option of a different look than what we'll see in our showrooms. They'll be able to specify the SUV Styling Pack seen here, which includes matte-black cladding on the front and rear fascias, along with what Kia refers to as piano-black trim on the wheel wells and side skirts. The roof is available painted black, white or red. With all of that black trim and slightly tougher look, the styling reminds us of the Fiat 500L Trekking, a model the Soul will compete directly against.
European markets also have the ability to spec their Souls like our North American version, which substitutes body-color trim for most of the black pieces. Currently, there are no plans to bring the SUV Styling Pack to the US. But that doesn't mean we'll never be able to buy this butch-look Soul on our side of the Atlantic. Company spokesperson James Hope confirms to Autoblog, "[Kia] has no plans to offer something similar to the EU-spec Soul at this time. However, we are always monitoring the market and if we saw an opportunity we would certainly look into it."

Senator calling for answers from Hyundai and Kia over MPG debacle

Hyundai and Kia have already gone public with plans to make good on the inflated fuel economy claims scandal that has rocked both companies in recent weeks. But one US senator, Jay Rockefeller (D-WV), is skeptical that the general public will see much good from the proposal, and he's looking for answers.
To recap: Hyundai/Kia have agreed to compensate owners of 900,000 affected vehicles for real versus previously claimed fuel mileage (as well as adding in a one- fifteen-percent premium), by way of pre-loaded debit cards. It has been speculated that this payout could crest $100 million by the time the Korean automakers are done writing checks.
Said Rockefeller to The Detroit News, "While I believe this is a positive step, I am concerned that many affected customers may not learn about the program or may find it burdensome to participate in the program." Rockefeller would reportedly like to see a monitoring system for the paybacks more clearly defined, with the goal being as many wronged car buyers as possible getting the recompense that they're due.
