U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Let's be honest, Rich America. When you drive your fullsize luxury sedans, you don't clock any laps of the Nürburgring. You don't view your car as an alternative to air travel, ready to wheel between countries at triple-digit Autobahn speeds. Heck, you don't even take the long way home. Instead, you commute in fender-to-fender gridlock looking to be assuaged by sybaritic luxuries, your ride serving as a four-wheeled extension of your living room. Yet when it comes time to vote with your pocketbooks, you overwhelmingly skew toward European driving values - German ones, more specifically. You favor the firm rides, firmer seats and quick steering of cars like the BMW 7 Series and Audi A8. What gives? That's what Kia is clandestinely asking with its new 2015 K900.
According to Kia PR director Scott McKee, this 200.6-inch bruiser of a sedan is all about "at-ease luxury." That's a notion that was once very much synonymous with American automakers' approach to big high-end sedans - effortless comfort above all other considerations. Sprawling room in every direction. Fine materials no matter where the hand falls. The automobile as an isolative cocoon. Once upon a time, Cadillac and Lincoln owned the Comfort First game, but these days, there's almost nobody playing - the Lexus LS and Hyundai Equus are the only cars in this end of the market, everyone else is busy aping German values.
Kia planners could claim that the K900 has been intentionally targeted at a different sort of customer - and indeed, during the press conference ahead of our first drive in Santa Barbara, there was some discussion of "a different kind of luxury" and seeking "confident individualist" buyers. But the truth is, the Korean premium car shoppers that this car was primarily designed for crave exactly the sort of plush luxury experience the K900 dispenses. In other words, Kia is hoping that there are a few thousand like-minded Americans willing to overlook the badge on its nose and give this car a chance.
