Prosecutors indict three FCA employees in alleged emissions-cheating case

Federal prosecutors indicted three Fiat Chrysler Automobiles (FCA, now Stellantis) employees as part of an investigation into alleged emissions cheating. Charges unsealed on April 20, 2021, accuse the defendants of helping rig the emissions control system fitted to the 3.0-liter turbodiesel V6 used in some models during the 2010s. Prosecutors claim Emanuele Palma, Sergio Pasini, and Gianluca Sabbioni played a determining role in developing a defeat device that allowed the V6 to obtain certification from the Environmental Protection Agency (EPA) while polluting too much in normal driving conditions. Jeep and Ram began making the engine available in the Grand Cherokee and the 1500, respectively, in 2014, but the charges state plans to game the EPA started in 2011. Palma, Pasini, and Sabbioni knowingly mislead federal regulators, the charges claim; they called it "cycle beating," according to The Detroit News. While the three men were part of FCA's research and development department, they started the project while working for an Italian supplier named VM Motori, which FCA purchased in 2013. Pasini and Sabbioni are each charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, and six counts of violating the Clean Air Act. They could spend several years behind bars if they're found guilty. Both are currently in their home country of Italy. Palma's legal troubles are more serious. He was charged with several counts in September 2019, though four wire fraud charges were dropped in November 2020. He lives in Bloomfield Hills, a city located on the far outskirts of Detroit. Prosecutors claim motorists spent over $4 billion on over 100,000 trucks and SUVs fitted with the non-compliant engine between January 2013 and September 2017. FCA has already agreed to pay $800 million to resolve civil claims from the Justice Department, state officials and customers, though it significantly has not admitted guilt. It stressed that "it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests."

Jeep’s latest special edition tries to give the all-American Wrangler European appeal

Jeep has a long history in Europe, starting with GIs bouncing across the continent kicking Nazi ass and much later being a conspicuously American status symbol. It's been a varied existence, to be sure. And there have been a lot of Euro-only editions aimed at Continental tastes, like the Wrangler Polar and the Black Edition II. So this Mopar One Package version of the Wrangler Rubicon, which Jeep showed off at the Geneva show but was just showcased at the "Euro Festival" in Saint-Tropez, wasn't born in a vacuum. It really underlines the continuing appeal in Europe for stereotypically American things. "Euro Festival", after all, is a Harley-Davidson gathering. Harleys are expensive, conspicuous status symbols in Europe – and so is a Wrangler. The Mopar One Package is only available on the Rubicon, and is a little unusual in that it's more function-oriented than the normally cosmetic Euro packages. It has a 2-inch lift kit, larger 32-inch tires, a steering stabilizer, and accessory fenders. Jeep says this is the first time it's been able to offer factory-installed accessories in Europe, so now our friends over there can enjoy the highly addictive experience of ticking off boxes to customize a Wrangler. One thing the Euro Rubicon gets that we can't, which might make American Jeepers a little jealous, is the 2.8-liter CRD diesel engine. That's a VM Motori unit, similar to what was available over here in the Jeep Liberty for a hot minute. Euro Jeeps have used variants of this engine for years. If you want an off-road diesel comparable to the Euro Rubicon, you either have to move to the Euro Zone or buy a new Chevy Colorado ZR2 – which we just drove, by the way. No word on how much the Mopar One Package will set buyers back. It's likely that this is also just a beachhead for more factory customs from Mopar, not just in the Jeep world. Chrysler axes old V6s, goes all-Pentastar

Old technology has a way of lingering on, particularly at Chrysler headquarters in Auburn Hills. So while the Pentastar V6 has replaced the older engine architecture in just about every application, it still soldiered on in some export markets. But the introduction of a new 3.0-liter Pentastar V6, produced in Michigan and meant only for the Chinese market, has put the final nail in the old engine's coffin.
Fitted into the 2014 Jeep Grand Cherokee and Jeep Wrangler just introduced to China at the Chengdu Motor Show, the downsized six uses the same architecture as the larger 3.6-liter Pentastar V6. But because of its 2,997cc capacity, it can be exported to China without the increased duty the 3.6-liter or even 3.2-liter Pentastar engines would incur. The 3.0-liter V6 develops 230 horsepower at 6,350 rpm and 210 pound-feet at 4,400 rpm.
Admittedly, it's unlikely, but even though the engine was said to be created solely to undercut tax thresholds in China and Europe, the 3.0-liter Pentastar has recently surfaced in rumors of an application here: as the boosted heart of a potential Cherokee SRT with anywhere from 375 to 410 hp.
