Stellantis suspends vehicle production in Russia

MILAN - Stellantis on Tuesday said it was suspending production at its Russian plant due to logistical difficulties and sanctions imposed on Moscow. The world's fourth-largest automaker, which produced and sold the Peugeot, Citro¸n, Opel, Jeep, and Fiat brands in Russia, has just 1% of the country's car market. It runs a van-making plant in Kaluga, around 125 miles (201 kilometres) southeast of Moscow, co-owned with Japanese carmaker Mitsubishi, which halted production at the facility earlier this month. "Given the rapid daily increase in cross sanctions and logistical difficulties, Stellantis has suspended its manufacturing operations in Kaluga to ensure full compliance with all cross sanctions and to protect its employees," Stellantis said in a statement. The plant employs 2,700 people. The company will continue to pay salaries through a local downtime scheme and by using anticipated vacation periods, Stellantis told Reuters. It said it did not know how long the stoppage would last, adding that its priority was its staff and the return of peace. Stellantis had already suspended all exports and imports of vehicles with Russia, following Moscow's invasion of Ukraine, moving production to western Europe. It had also said it was freezing plans for more investments in the country. Van production in Kaluga had remained just for the local market. Scores of foreign companies have announced temporary shutdowns of stores and factories in Russia or said they were leaving the country for good since Russia began what it calls "a special military operation" in Ukraine on Feb. 24. Stellantis Chief Executive Carlos Tavares in late March said the group would have to close the Kaluga plant shortly as it was running out of parts. Separately on Tuesday, General Motors Co said it was extending its suspension of business in Russia due to the conflict and international sanctions. The U.S. automaker, which initially suspended imports into Russia and commercial activity on Feb. 28, said it was laying off most of its 66 employees and providing them with separation packages. GM does not have plants in Russia and only sold about 3,000 vehicles annually there prior to the suspension. EPA suspected Fiat Chrysler of using 'defeat device' in 2015

U.S. regulators told Fiat Chrysler Automobiles in November 2015 that they suspected some of the automaker's vehicles were equipped with secret software allowing them to violate emission control standards, according to emails disclosed on Friday. The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using the software, known as a "defeat device," to illegally allow excess diesel emissions in 104,000 Jeep Grand Cherokees and Dodge Ram 1500 trucks built between 2014 and 2016. Byron Bunker, director of the EPA's Transportation and Air Quality compliance division, said in a January 2016 email to Fiat Chrysler, obtained by Reuters under the Freedom of Information Act, that he was "very concerned about the unacceptably slow pace" of the automaker's efforts to explain high nitrogen oxide emissions from some of its vehicles. Nitrogen oxide is linked to smog formation and respiratory problems. Bunker's email said the EPA had told Fiat Chrysler officials at a November 2015 meeting that at least one auxiliary emissions control device on the car maker's vehicles appeared to violate the agency's regulations. Mike Dahl, head of vehicle safety and regulatory compliance for Fiat Chrysler's U.S. unit, responded in a separate email that the company was working diligently and understood the EPA's concerns. He added that if the EPA identified Fiat Chrysler vehicles as containing defeat devices it would result in "potentially significant regulatory and commercial consequences." The documents redacted the vehicles named, but two officials briefed on the matter said they referred to diesel models. The EPA's November 2015 meeting with Fiat Chrysler came two months after Volkswagen AG, mired in a major tailpipe emissions scandal, admitted to installing secret defeat device software in hundreds of thousands of U.S. diesel cars to make them appear cleaner than they were on the road.

The Basics: Fiat Chrysler Automobiles has issued two recall. The first is for 392,464 Jeep Wranglers in the US from the 2007-2010 model years for the steering wheel airbags. The second covers 39,217 examples of the naturally aspirated 2012-2016 Fiat 500 in connection with the clutch release mechanism. The Problem: In the Wranglers' steering wheel, excessive accumulation of dust and dirt from open-air driving off-road could compromise the clockspring in the steering-wheel assembly and prevent the airbag from deploying in the event of a crash. In the case of the Fiats, the clutch travel in a small percentage of vehicles equipped with manual transmissions "may exceed design parameters" and eventually damage components. Injuries/Deaths: No injuries or accidents been reported to result from either issue. The fix: Dealers will install new back covers and column shrouds in the Jeeps and upgrade the clutch release systems in the 500s. If you own one: Expect to hear from the manufacturer to arrange service. In the case of the Fiat recall particularly, FCA "urges customers to heed the instructions on their recall notices." Located in a vehicle's steering wheel, a clockspring forms part of the circuit that helps control airbag function. An investigation by FCA US determined excessive exposure to dust and dirt – consistent with extensive off-road driving or driving with a vehicle's top and/or doors removed – may compromise the clockspring and eventually prevent driver-side airbag deployment in a crash. If this condition is present, the airbag warning-lamp will be illuminated. If such an event occurs, customers are advised to contact their dealers. The Company is unaware any potentially related injuries or accidents. Affected by this campaign are model-year 2007-2010 Jeep Wrangler SUVs. An additional 7,435 model-year 2011-2016 vehicles equipped with right-hand drive for special duty also are affected in the U.S. Vehicles affected outside the U.S. comprise an estimated 35,412 in Canada; 8,529 in Mexico and 62,580 outside the NAFTA region. Customers will be advised when they may schedule service, which includes installation of a new steering-wheel back cover and a steering-column shroud.
