California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Jaguar's XFR-S Sportbrake looks to be one hot kinschlepper

This is the Jaguar XFR-S Sportbrake, which is too cool for North American sale (the Sportbrake, not the XFR-S sedan, which we're getting soon). Like the XFR-S four-door, it has a 5.0-liter, supercharged V8 pumping out around 550 horsepower.
Our spy photographer's x-ray vision is saying that a ZF eight-speed automatic will be the gearbox of choice for the XFR-S wagon, which fits with the sedan, as well. The Sportbrake also has the usual high-performance touches, with huge air intakes in the front fascia, big wheels wrapped in low-profile tires, a dropped suspension and a rear end that's wearing a diffuser and a pair of meaty, quad exhausts. We're happy to see that the XFR-S Sedan's rear spoiler - or some iteration thereof - isn't here to mangle the Sportbrake's beautiful shape.
Where the this super-fast hauler will debut remains a question. There's virtually zero chance of it arriving at an American auto show (although we do endorse that, and any other decision that brings this wagon to our shores), which likely means it'll be in Europe. The Frankfurt Motor Show and Geneva Motor Show seem like the leading contenders, but we'll just have to wait and see.

Jaguar XJ could move to all-electric platform late this year

The Jaguar XJ is getting a little long in the tooth. The current generation of Jaguar's flagship sedan debuted back in 2009, making it one of the oldest vehicles still on the market. This week, Autocar reported that a new XJ could debut late this year and would move to an all-electric platform. That would place the XJ straight against cars like the Tesla Model S and upcoming Porsche Mission E, presumably sharing parts with the upcoming I-Pace electric crossover. While a couple of refreshes have kept the Jaguar competitive, the Mercedes-Benz S-Class and BMW 7 Series and Audi A8 have gone through full redesigns since the XJ debuted. (Two for the Audi). Compared to the Germans, the Jaguar looks and feels dated, especially when it comes to technology, active safety and alternative powertrains. In the U.S., the XJ is only available with either a supercharged gasoline V6 or V8. The competition from Germany, Japan and the U.S. all offer some form of electrification. Moving to an all-electric powertrain would be a huge shift for Jaguar and is sure to spark some debate among enthusiasts. The British automaker has previously stated it plans to electrify all new vehicles after 2020. Look for electrified variants of current models to be available, too. The new XJ is rumored to be co-developed with a new model called the Road Rover, a sort of high-riding sedan or wagon in the vein of the Audi allroad or Volvo V90 Cross Country. Like the XJ, the Road Rover would use a battery electric powertrain. Look for more news on both models later this year. Related Video:
