South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

A new study predicts that biofuels capacity will grow to 61 billion gallons per year by 2018. The findings from Lux Research also suggest that biodiesel and ethanol will make up 96 percent (about 5.76 billion gallons) of that. Sixty-four percent of biofuels will come from the Americas, led by the US and Brazil, but with Colombia and Argentina emerging as important producers. Other large emerging producers are China, Indonesia, and Thailand in Asia, and Portugal, Poland, and France in Europe. A large share of next-generation biofuels are expected to come from waste oils. Keyes Hyundai in northern Los Angeles has met the requirements to sell the hydrogen-powered CUV. So far, Hyundai has delivered more than 75 Tucson Fuel Cell vehicles, which have logged almost 700,000 miles on southern California roads. "Keyes Hyundai is thrilled to be added as a qualified dealer for Hyundai's zero-emissions Tucson Fuel Cell hydrogen electric vehicle," says David Kohan, the dealership's general manager. "Our location in the northern Los Angeles region makes it even more convenient for local residents to conveniently acquire their new Tucson Fuel Cell CUV, helping reduce greenhouse gas emissions." Whichever combinations of compact crossover SUV you're considering, there's probably a comparison test or chart out there to read. Sometimes it's turbocharged, often its not, but standard engine outputs are generally in the same ballpark. Therefore, we'd recommend focusing on torque output, as it's what will make a difference around town or when passing, and weighing that versus fuel economy (the Chevy Equinox, GMC Terrain, Honda CR-V and Mazda CX-5 make particularly strong cases in this regard). Many drivers aren't too fond of continuously variable transmissions (CVT), either, so that's another thing to consider and note during a test drive. As you can see, several models are available with performance upgrades. Besides the Jeep Cherokee's available V6, all are more powerful turbocharged four-cylinder engines. The exception to this would be the Honda CR-V and Ford Escape, as their 1.5-liter turbo engines don't prioritize performance. Instead, they serve as overall upgrades to the base naturally aspirated engines standard on only their base trim levels (CR-V LX and Escape S).
