Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Hyundai pushes on with development of delayed i20 WRC

It's a pretty big deal when a major automaker joins a top-flight racing series, and so it was when Hyundai entered the World Rally Championship with the i20 WRC last year. And while delays have postponed the arrival of its replacement, development presses on. For those unfamiliar, the i20 is Hyundai's rival to the likes of the Volkswagen Polo and Ford Fiesta for Asian, European and other overseas markets. The Korean automaker introduced a new version of the i20 late last year, including a new three-door version that was supposed to serve as the basis for the new rally machine, but production delays meant Hyundai couldn't homologate the rally version before the end of this season as originally planned. So instead it will base the new competition machine on the five-door version and aim to launch it in time for the start of next season. "We had hoped to introduce the car later this season but unfortunately an issue with the homologation schedule - related to production of the three-door road version – will delay our programme," said Hyundai Motorsport chief Michel Nandan. "We have therefore opted to continue focus on the five-door version of the New Generation i20 WRC which will compete at Rallye Monte-Carlo next year." In the meantime, as you can see from the photos above, development continues apace. Test driver Kevin Abbring and his co-pilot Sebastian Marshall are being charged with its shakedown, along with Thierry Neuville and Nicolas Gilsoul – the same duo that won the 2014 Rally Germany and which are currently ranked third in the 2015 World Rally Championship after placing second at round two in Sweden. They'll have to make do with the current car for the rest of the season, which continues with the fourth round later this month in Argentina. 2016 Hyundai Elantra gets new Value Edition [UPDATE]

Update: Hyundai informs us the 2016 Elantra Value Edition actually collects $1,550 in equipment together for $550 more than the Elantra SE with the Popular Equipment Package. The next-generation Hyundai Elantra reportedly debuts at the 2015 Los Angeles Auto Show in November, but there's still quite a while before the updated model arrives at dealers. To keep the sedan somewhat fresh among a crowded fielded of competitors, Hyundai is giving the 2016 model year a new Value Edition and some small tweaks to other trims. The 2016 Elantra Value Edition rings up for $19,700, plus $825 destination, and all of them come with a 1.8-liter four-cylinder with 145 horsepower and 130 pound-feet of torque along with a six-speed automatic. To earn its budget-friendly name, Hyundai claims the new trim bundles $1,000 in features for $550 more than the Elantra SE with the Popular Equipment Package. On the outside, these models get a sunroof, chrome beltline molding, and turn signals in the side mirrors. The improvements are a little more extensive inside with a tilt-and-telescoping, leather-covered steering wheel, push-button start with proximity key, and heated seats. In addition to the Value Edition, the Elantra Limited now gets standard push-button start with a proximity key and dual climate zones. Hyundai claims that it's a $600 value, but the $21,700 price is the same as last year. Finally, the Elantra Sport is losing some features to lower its price. The trim now retails for $1,350 less than last year at $20,250 with the 173-hp, 2.0-liter four-cylinder and six-speed manual or $21,250 with a six-speed automatic. However, to make that savings possible, the leather seats and power sunroof are no longer standard features. The interior now has cloth upholstery.
