Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. McLaren MP4-X concept shows innovation won't die in F1's future [w/video]

Despite things like turbocharging and kinetic-energy recovery, today's Formula One cars look more or less like the ones that lapped the world's race tracks 20 years ago. Sure, they're much more aero intensive, but the basic look is the same. McLaren, which probably had some serious free time this season considering its misfortunes, has imagined a futuristic F1 car that adopts many innovative and somewhat controversial additions. It's called the McLaren MP4-X, and the most obvious change is the closed cockpit. The death of Jules Bianchi, the accidents involving Maria De Villota and Felipe Massa, and even the death of Ayrton Senna could have all potentially been avoided by adopting a strong closed-cockpit design, like the one advocated here by McLaren. It's also worth pointing out that this design is a boon for aerodynamics. Inside that cockpit, drivers would enjoy an augmented reality display system, sort of like that used by F-35 Lightning II fighter pilots. There'd also be an independent head-up display that McLaren claims could be used to transmit info about race position and flag status. So basically, the kind of data you'd get playing Forza Motorsport or Gran Turismo. Speaking of safety, the MP4-X's entire chassis, beyond the closed roof, would be far safer thanks to the use of "negative-stiffness material structures." Essentially, these materials can soak up the force of an impact and then bounce, for lack of a better term, back into shape. And if you're thinking like we are, this sounds like McLaren wants 900-horsepower bumper cars. Of course, 900 hp is speculation on our end. McLaren is deliberately vague on the powertrain of this concept. Advanced hybrid powertrains aren't surprising, although the team's mention of inductive, wireless charging on tracks sounds like the stuff of Formula E's dreams. In a move that McLaren says "tears up the rulebook," the MP4-X would see a return of ground effects. The underbody would feature enormous venturi tunnels to suck the car to the track. Alongside active aerodynamics that tweak the its shape for turns and straights, this concept McLaren would be both more slippery and offer more downforce than today's cars. Honda Civic Type R clocks 7:50.63 front-drive 'Ring record

Lapping the Nurburgring in under seven minutes may be the ultimate bragging right for supercars, but further back down the field, a battle is being waged between front-drive hot hatches to see which can scope a lap time under eight. Seat was first to claim the crown with the Leon Cupra at 7:58, which was subsequently beaten by the Renaultsport Megane 275 Trophy-R at 7:54. All the while Honda pledged to take the record with the new Civic Type R. And that's just what it's done. As you can see from the video above, Honda's new hot hatch clocked a time of 7:50.63, making it the fastest front-driver ever to lap the Nordschleife and blindingly fast by any account. Honda suggests that the lap was clocked while testing the stock street-legal rubber (and not on slicks) and claims that the roll cage clearly seen in the video was fitted "for safety reasons and not to add rigidity," with extraneous equipment like the front passenger seat and audio system were removed to compensate for the cage's weight. Of course with no official sanctioning body verifying these times and the equipment in which they're achieved, they're a subject of much debate, but there's no getting around the fact that the new Civic Type R is one very serious piece of machinery indeed. This time is unmatched by any other front-wheel drive performance hatchback. The lap time was achieved during the final phase of pre-production testing in May 2014 by a Civic Type R development car. The development car was in a standard state of engine tune, with suspension, drivetrain, exhaust, brakes and the aerodynamic package identical to those of the production Civic Type R. The removal of equipment such as air conditioning, the front passenger seat and audio equipment offset the additional weight of a full roll cage (installed specifically for safety reasons and not to add rigidity).
