Recharge Wrap-up: Green Car award for Volvo XC90, MN air better from biodiesel

The Honda CR-V could return with a plug-in hybrid option. Expected to debut in the fall of 2017, the PHEV could use a 2.0-liter I4 plus an electric motor. It's possible that the new CR-V is being developed in North America, and will borrow design cues from the Honda Civic. There also could be a seven-seat version. UC Davis will present findings from a CARB-commissioned study on customer valuation of zero-emission vehicles (ZEVs). Dr. Ken Kurani of the university's Institute of Transportation Studies will report on consumer attitudes toward ZEVs, and the differences between those valuations and market behavior. In Kurani's survey, respondents had the opportunity to design their own car with an in-survey game. Almost a quarter of people designed some sort of EV, including plug-in hybrids and fuel cell vehicles. Read more from CARB, or at Green Car Congress. Minnesota's biodiesel efforts have improved air quality. According to the American Lung Association in Minnesota, summer and winter blends of biodiesel have prevented the emission of 130 tons of particulate matter, 319 tons of hydrocarbon and 2,634 tons of carbon monoxide every year, as well as a total of 3.7 million tons of CO2 over the last 10 years. Minnesota requires a B10 biodiesel blend during the summer months, and B5 throughout the winter. Read more from Biodiesel Magazine. The Volvo XC90 has received the Canadian Green Car Award for Most Efficient Three-Row Family Vehicle. Beating out the Ford Explorer 2.3-liter EcoBoost and the Honda Pilot, Volvo's seven-seat crossover was chosen for its mass market appeal, and a variety of qualities both practical and green. Judges look at value, fuel economy, emissions, performance and technology among other features. The XC90 is available as a plug-in hybrid with about 17 miles of all-electric driving range. The judges of the 2016 Canadian Green Car Award announced their category winners today, with the Volvo XC90 winning the Most Efficient Three-Row Family Vehicle category. The other finalists in the category were the Ford Explorer 2.3-litre EcoBoost and the Honda Pilot.

Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. Automakers donating money, vehicles and supplies to Oklahoma tornado relief effort

Judging by the destruction the Oklahoma City area experienced earlier this week, residents are going to need a lot of help in coming months. Fortunately, a number of automakers - including General Motors, Ford, Chrysler, Volkswagen, Honda and Toyota - have stepped up to donate money, supplies and vehicles to aid in the recovery and rebuilding processes.
Here's a quick rundown of which automakers have pitched in and what each contributed so far:
Ford Motor Company has donating $250,000 and a Transit Connect to the American Red Cross, and it will match all other donations made to the Red Cross (up to $250,000) using a special URL tied to the latter's website (link here). Additionally, its local Oklahoma dealers have thrown in an extra $150,000 for the United Way and the automaker will be offering an extra $500 toward the purchase of a new Ford vehicle.
