Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Is the original Acura NSX a perfect supercar?

The long-awaited arrival of the second coming of the Acura NSX has naturally brought with it many deep retrospectives on the first Acura NSX. Xcar is the latest with a stint in the time capsule, lining up three NSXs to sample at a track in the UK. There's the red wonder that started it all, the standard aluminum-bodied car that went on sale in 1990, so simple and easy-to-drive, extracting more joy than many thought possible from a 3.0-liter V6 with 'just' 270 horsepower and 210 pound-feet of torque. The 25-year-old exotic shows its years, but mostly because of an automatic transmission that dampens throttle response and doesn't like changing gears. The praises it earned in the day, however, still remain, namely excellent steering, handling, and feedback. After that comes laps in the first NSX Type R, the model that lost more than 250 pounds by having no air conditioning, sound deadening, or stereo, and lightweight tweaks like carbon seats and thinner glass. Although it the tuning makes it much harder, the presenter wants to know, "Why isn't Honda making a car like this today?" Then there's the 2002 model, the one that would only last three years before closing the door on a fifteen-year run. It got better at the same time as it got softer, but by then the NSX had nothing left to prove; it hit every one of its targets, it realigned the segment in ways we're still benefiting from, and for at least half of its run nothing else could touch it. Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Only time will tell, but we can keep our fingers crossed that it will, and that the popularity spills over beyond Asia.
