Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda spinning off Acura as stand-alone division in bid to wake up brand

Every major automaker has a different way of relating between its various divisions and brands. At Volkswagen, for example, the individual brands seem to operate with a large degree of autonomy. Under the Renault-Nissan Alliance, the two units share a common chief executive, but little else. The relationship between Honda and its luxury division Acura has always been rather close, but that's all about to change.
American Honda Motor Company has always handled sales and marketing in the North American market for both the Honda and Acura divisions, but new reorganization plans call for the two units to be separated under their own direction. Leading the Acura division will be Michael Accavitti, who moves into the position from his role as Senior Vice President for Auto Operations at American Honda. The Honda division will meanwhile be taken over by the current head of Acura sales, Jeff Conrad.
Both will report to John Mendel, the current executive vice president of the Automobile Sales Division that is being rebranded as the American Honda Auto Division. Unlike rivals Lexus and Infiniti - two brands that Acura beat to the market - Honda barely markets its luxury brand outside of North America. Its overseas presence is felt only in China, though we've yet to receive word on how the reorganization might effect that market - or for that matter, any potential of expanding into others.

Honda HR-V Prototype looks awfully familiar

Is there anything quite so exciting as seeing a brand-new vehicle for the very first time? Part of the allure of auto shows is the chance to see new ideas, just before they're fully baked and ready for public consumption. "Prototypes" you might say, of production models that are just around the corner. Or, in the case of the Honda HR-V, already down the block a ways.
Here in Paris, Honda has unveiled its HR-V Prototype, a nearly production-ready version of a "new SUV for Europe." Before we take umbrage with that SUV designation - as far as we can tell the Fit-based crossover isn't much of a mudder - we should address the fact that at this year's New York Auto Show in April, Honda handed over just a few images and specs of the actually production-read HR-V for the US. Presumably this is a "prototype" for Europe, where the NYC car is US-specific, but we're still scratching our heads a bit.
No matter! Here in France, Honda tells us that the utile little hatch will be available powered by both a 1.5-liter gasoline engine (the one American customers will see), and a 1.6-liter diesel unit, both wearing the company's Earth Dreams Technology label and presumably running cleaner and more frugally than ever. In Europe, a standard six-speed manual will come with both mills, while the 1.5-liter will offer the option of a continuously variable transmission.
