Car and Driver lists 10Best for 2013, same as it ever was

Forgive us for having the distinct feeling of déjà vu, but it certainly feels like we've been here before. By that we are referring Car and Driver and the announcement of its annual 10Best vehicles for 2013. To be sure, it's an impressive selection of cars that combine heart-pounding performance and frugal sensibilities, but it also represents something of a broken record on the part of C/D. We're not so sure that's a flaw, though, as the resulting list is tough to argue with.
Vehicles like the Ford Mustang, Porsche Boxster, and BMW 3 Series have maintained their high-horsepower spots on this list for several years now. Even on the more practical and nimble end, the Honda Accord, Honda Fit and Mazda Miata have not budged. These continued spots are even in light of redesigns for some vehicles such as the Accord, Boxster and 3 Series.
In fact, the only newcomer to the 10Best list this year are the Scion FR-S/Subaru BRZ twins, which knocked out the Cadillac CTS-V. We think it would have been a huge misstep to have excluded the FR-S/BRZ, even in light of the supercharged Caddy's lamentable departure from 10Best.

Honda finds new Green Path to reduce CO2 emissions

In the wake of the Volkswagen diesel scandal, it's impossible to hear an automaker talk about its overall environmental efforts and not think to yourself, "for real?" Still, we're willing to listen. And Honda representatives gave it their best shot yesterday in Marysville, OH as they introduced a small group of journalist to the company's expanded initiative aimed at cutting CO2 emissions and the total life-cycle environmental impact of Honda products. Called Green Path, the initiative now includes a $210-million expansion at Honda's Marysville, OH manufacturing plant to install a better, cleaner paint shop. Speaking at the facility yesterday, Honda representatives said that the plant room is not only better for the environment (it uses limestone dust instead of water to capture paint particles, for example, reducing water usage by about 2 million gallons annually. Overall, the new paint shop will have 60 percent less VOC emissions and reduce CO2 emissions by 18 percent), it also makes the cars look better. That's whey the two-step temperature curing process will initially only be used on Acuras to differentiate them from the competition. Honda will fire up trials in late 2017. There's more to Green Path than the new paint show, of course. The company wants to reduce - in some cases eliminate - what it calls substances of concern (SOCs), things like lead and mercury. There are also new wind turbines in Ohio to supply power to Honda plants, the Environmental Leadership Program for independent dealerships to make their own green moves, and swapping out fluorescent light bulbs for LEDs, among other efforts. In the Marysville Auto Plant, for example, the Assembly department has over 10,000 task light bulbs. The fluorescent ones used to need to be replaced every three years, but the new LEDs have a life span of 16 years. Honda says that calculating up the impact of all of these little changes will remove an average of 3.822 kilograms of CO2 from the production tally of each car it makes. The company's stated goal is to reduce its total greenhouse gas emissions by 50 percent (compared to 2000 levels) by 2050. You can find out more in Honda's press release and video, below. Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future.
