Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Only time will tell, but we can keep our fingers crossed that it will, and that the popularity spills over beyond Asia. Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Honda ending CR-Z, Insight sales in Europe

Death by diesel? That may be the epitaph of the Honda Insight and CR-Z in Europe, where the Japanese automaker will discontinue sales of the two hybrid models before to the 2015 model-year. A Honda spokesman confirmed the discontinuation to Automotive News, and information on those models has been taken off of Honda's official websites in Germany, Spain and Italy. The European embrace of all things diesel and fuel efficient as well as competition from Toyota are the primary culprits. The cancellation is not a surprise. Insight sales in Europe fell a whopping 62 percent last year while CR-Z sales there plunged 66 percent. Combined, both models sold less than 2,000 units in Europe last year, Automotive News says, citing JATO Dynamics. Honda is having trouble moving the Jazz Hybrid (also known as the Fit) in Europe as well. European sales declined about 40 percent last year to around 4,500 units. Those numbers compare rather unfavorably to a 43 percent surge in Toyota's hybrid sales in Europe to about 153,000 units. The Insight may face the same fate in the US. Last year, US Insight sales fell 18 percent to 4,802 units, a small, small challenge to the more than 234,000 Toyota Prius variants sold in the US in 2013. Honda has not made an official statement on the Insight's fate here, but the sales are speaking for themselves.
