Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda Civic Tourer sports forbidden facelift

Following up on a sextet of spy photos from June, we now have another batch of images of the facelifted Euro-spec Honda Civic undergoing testing in the United Kingdom. There's a bit more sheetmetal to this particular prototype, though, as our spy photographers have caught the upcoming Tourer model (pronounced "wagon" among us Yanks).
Like the hatchback we showed you last month, the new Tourer benefits from the same set of styling tweaks inspired by the Civic Type R Concept from March's Geneva Motor Show. That means it boasts a revised front fascia, albeit with a more heavily camouflaged version of the grille shown in last month's photos. It's a similar story below, where the intakes on this long-roof model wear more disguise, yet look to be virtually identical to what we've already seen.
While the headlights still look to be a straight lift from last month's car, the more upright nature of the Tourer's tailgate demands a more subdued character. Gone are the thin, curvy LED taillights, and in their place sit significantly more substantial units (with conventional bulbs), although they boast none of the design chutzpah shown on our last round of spy photos. Our spies claim LED taillights will be available, noting that they simply aren't fitted to this particular prototype, a distinction that suggests this is a lower-end model.

Honda is spending $124 million on a new wind tunnel facility in Ohio

Ford isn't the only company building a multi-million dollar wind tunnel this year. Honda is also getting in on the action. Its new facility will cost less than Ford's at $124 million, and construction begins this summer. It will be built at the Transportation Research Center in Ohio, which is where Honda's NSX proving grounds are located. Honda will install a five-belt rolling road in the tunnel for testing of more pedestrian vehicles, and a wide, high-speed, single belt version for testing of sports cars and race cars. However, it seems the Honda facility will only be capable of testing wind speeds of up to 192 mph, whereas Ford claims a top speed of 200 mph. Cameras and microphones will also be set up inside the testing area at the Honda tunnel to help find wind noise trouble spots. Honda won't necessarily be the only company using the new wind tunnel either. The facility will be available for other groups and companies to use.
