Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda previews S660 roadster ahead of Tokyo debut

Honda isn't known for making convertibles. In fact, legend has it that old man Soichiro banned them from his lineup - but then he also didn't approve of six-cylinder engines, either. There have been exceptions, like the Civic del Sol and S2000, and today Honda has revealed another.
Set to debut at the forthcoming Tokyo Motor Show in late November is the Honda S660 concept, a compact little roadster about which Honda is saying even less. It looks about the size of a Kei car, with a nameplate that suggests a 660cc engine, making it more of a revival for the 1990's Beat than the high-end S2000. And while there are some clear similarities with the EV-STER concept that debuted two years ago in Tokyo, the S660 looks closer to production-ready, with key features like an actual steering wheel.
Of course, whether the S660 makes production, and beyond that makes it off of the Japanese islands and across the Pacific to US showrooms, is another matter, but we could see something like this taking the fight to the Mazda MX-5 and even the Scion FR-S and Subaru BRZ if it did.

April 2014: The ramping-up-for-summer edition

Americans appear to be gearing up for further increases in US gas prices, as green-car sales last month had their largest year-over-year gains of 2014. Domestic customers bought almost 56,000 hybrids, plug-ins and diesels in April, marking a 2.6 percent increase from April 2013. Plug-in sales were particularly strong, jumping 41 percent from a year earlier, as sales of the Chevrolet Volt extended-range plug-in and Nissan Leaf and Tesla Model S battery-electric vehicles all showed gains. Yes, Honda, which has long operated in the advanced-powertrain shadow of fellow Japanese automakers Toyota and Nissan, came up big by moving 1,442 units of its newer Accord Hybrid. And while sales of the Civic Hybrid, CR-Z and Insight all fell, the Accord Hybrid drove Honda to boost its green-car sales by 78 percent from a year earlier to 2,839 units. Per usual, Nissan and Tesla also showed year-over-year gains. Nissan boosted Leaf sales by 7.8 percent to 2,088 units. And while Tesla won't release its first-quarter results until May 7, the California-based automaker would've increased Model S sales by 34 percent to 2,300 just by maintaining its fourth-quarter 2013 sales pace. Volkswagen and low-volume advanced-powertrain vehicle makers like Audi, Porsche and Daimler AG's Smart division also fared well in April. VW increased its diesel and Jetta Hybrid sales by 25 percent to 9,583 units. Audi's diesel sales quadrupled to 2,088 units. Smart sold 203 units of its newer Smart ED battery-electric vehicle. Such gains more than offset sales declines from General Motors, Ford and Toyota, though Toyota's April was less painful than previous months. GM's big mild-hybrid sales declines more than offset the 19 percent increase in Chevy Volt sales to 1,548 units and the sales of 491 Chevrolet Cruze Diesel vehicles. All told, GM's green-car sales declined 25 percent to 3,103 units. Fusion Energi Plug-in Hybrid sales doubled and C-Max Energi PHEV sales jumped 28 percent. Ford's green-car sales were down 12 percent to 7,554 vehicles. While Fusion Energi Plug-in Hybrid sales doubled and C-Max Energi PHEV sales jumped 28 percent, Fusion Hybrid sales were little-changed while C-Max Hybrid sales tumbled 50 percent to 1,586 units.
