Car and Driver lists 10Best for 2013, same as it ever was

Forgive us for having the distinct feeling of déjà vu, but it certainly feels like we've been here before. By that we are referring Car and Driver and the announcement of its annual 10Best vehicles for 2013. To be sure, it's an impressive selection of cars that combine heart-pounding performance and frugal sensibilities, but it also represents something of a broken record on the part of C/D. We're not so sure that's a flaw, though, as the resulting list is tough to argue with.
Vehicles like the Ford Mustang, Porsche Boxster, and BMW 3 Series have maintained their high-horsepower spots on this list for several years now. Even on the more practical and nimble end, the Honda Accord, Honda Fit and Mazda Miata have not budged. These continued spots are even in light of redesigns for some vehicles such as the Accord, Boxster and 3 Series.
In fact, the only newcomer to the 10Best list this year are the Scion FR-S/Subaru BRZ twins, which knocked out the Cadillac CTS-V. We think it would have been a huge misstep to have excluded the FR-S/BRZ, even in light of the supercharged Caddy's lamentable departure from 10Best.

Mom Accidentally Steals Honda In Brooklyn

The owner of a 1993 Honda Accord that was accidentally stolen by a young Brooklyn woman's mother has the car back in her possession, after amusing posters popped up all over town. Cheryl Thorpe traveled to New York from her home in Houston to watch her daughter's dog while she and her roommates went on vacation, according to New York Magazine. Thorpe was also left the task of moving the three girls' cars to legal parking spots on a street-cleaning day. She dutifully moved the Fiat, Honda CR-V and Accord, but when the trio returned from their vacation something was wrong. The owner of the Accord found her car right where she left it, thankfully free of parking tickets. The Accord Thorpe had moved belonged to someone else. As it turns out, some older Hondas have interchangeable keys. Thorpe was able to use the girl's keys to move Emily Hickert's car while she ate brunch. Hickert spent an entire week thinking a professional car thief had made off with her 21-year-old ride. "In less than 40 seconds she gets in the car and goes," Hickert told The New York Post, after reviewing security footage from a nearby business. "I thought she was a professional." Hickert filed a police report, while Thorpe's daughter posted fliers all over Brooklyn looking for the Accord's owner. Hickert was eventually reunited with her Honda, which had been towed after sitting parked on the street. She says she bears no ill will towards the women involved in the mix up. "I'm not upset with her," Hickert told The Post. "I'm glad it wasn't a thief. I just didn't know why anyone would steal a 1993 Honda." Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there.
