Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Honda is spending $124 million on a new wind tunnel facility in Ohio

Ford isn't the only company building a multi-million dollar wind tunnel this year. Honda is also getting in on the action. Its new facility will cost less than Ford's at $124 million, and construction begins this summer. It will be built at the Transportation Research Center in Ohio, which is where Honda's NSX proving grounds are located. Honda will install a five-belt rolling road in the tunnel for testing of more pedestrian vehicles, and a wide, high-speed, single belt version for testing of sports cars and race cars. However, it seems the Honda facility will only be capable of testing wind speeds of up to 192 mph, whereas Ford claims a top speed of 200 mph. Cameras and microphones will also be set up inside the testing area at the Honda tunnel to help find wind noise trouble spots. Honda won't necessarily be the only company using the new wind tunnel either. The facility will be available for other groups and companies to use. New Land Rover Defender aces Euro crash tests

While the 2020 Land Rover Defender has not yet been crash-test by U.S. safety agencies such as NHTSA or IIHS, we do now have results for Europe's NCAP crash tests and accident-avoidance tests, where the Defender earned the top rating of five stars. The Defender model used for NCAP testing was the 110 variant with right-hand drive. The NCAP regimen includes several different crash tests: an offset front crash test into a moveable barrier with both the vehicle and the barrier traveling at 50 km/hr (31 mph), a front crash test into a full-width fixed barrier at 50 km/hr (31 mph), a side-impact crash test with a barrier traveling at 60 km/hr (37 mph) hitting the driver's door, and a side-impact test where the car strikes a pole at 32 km/hr (20 mph). The Defender's scores for the adult occupant and for a child occupant were both 85%. Additionally, the agency looks at the severity of injuries of the vehicle striking a pedestrian, taking data for a pedestrian's head hitting the hood, and their upper and lower leg being hit by the front of the vehicle. There is also testing of the vehicle's automatic emergency braking system's ability to avoiding hitting a pedestrian and a cyclist under various scenarios. The efficacy of active-safety systems for avoiding collisions with other vehicles is also tested. The Defender's score for protecting pedestrians and cyclists was 71%. The driver assists scored 79%. Results for several European-market cars were released together with those for the Defender, the most noteworthy of which was for the Honda E. The electric city car fared less well than the big Land Rover, garnering a score of four stars overall. In the same battery of test, the Honda E scored 76% for adult occupant protection, 82% for a child occupant, 62% for protecting pedestrians and cyclists, and 65% for its driver assists.
