Should reflective paint earn automakers EPA credits?

No matter where you look around the world, governments are cracking down on vehicle emissions and aiming for higher fuel economy standards. Generally, automakers are pushing back against the increased regulation, and in the US, General Motors, Ford, and FCA US are looking for new compromises. The Big Three want to the EPA to grant them retroactive emissions credits for using tech that they claim reduces CO2 but not on the government agency's on-road testing. Among these technologies are things like reflective paint and glass, LED lights, ventilated seats, stop/start, and more efficient air conditioning compressors. Starting with the 2014 model year, the automakers can receive credits for a few grams per mile reductions on models with some of these solutions, according to Automotive News. However, the companies are also petitioning the EPA to make the credits apply to earlier vehicles with them, as well. The emissions advantages for systems like stop/start and less polluting AC refrigerants seem fairly obvious. For reflective paint and glass, the belief is that keeping a vehicle interior cooler should mean a lower need for air conditioning and therefore a decrease in CO2. Margo Oge, the former boss of the EPA's Office of Transportation Air Quality, told Automotive News these credits are part of the plan. "That's the whole point of what we tried to establish," she said. "We wanted companies to invest in and develop these technologies." The EPA wants vehicle emissions at the corporate average equivalent of 54.4 miles per gallon fuel economy by 2025, and so far that seems achievable. It will translate to less than 40 mpg on the EPA sticker. In a report last summer, the industry was about 10 grams per mile of CO2 better than the rules required, and that was solely based on 2012 model year vehicles. Ford hurt by 2015 F-150 production restraints

The new 2015 Ford F-150 came out of the gate strong for January 2015 with all F-Series sales up 17 percent for the month. However, February tempered those gains a bit with the model line dipping 1.2 percent, and the Ford brand itself dropped 1.7 percent year-over-year. The fall is being blamed in part on tight supply of the latest pickup. A major factor holding back the 2015 F-150 is that they are only currently being made at the Dearborn Truck Plant. The Kansas City factory is still changing over, and full supply from them both is expected by the middle of the year. Ford also just announced plans to hire an extra 1,550 people to build the pickups, including 900 in Kansas City. However, the downtime in the assembly changeover has caused about 90,000 units in lost production since mid-2014, according to The Detroit Free Press. It's not all bad news for the pickup, though. The latest F-150 made up 21 percent of F-Series sales in February, according to The Detroit Free Press, up from 18 percent in the previous month, and they remained on dealer lots an average of 18 days. The lessened supply has also meant lower incentives. Mark LaNeve, Ford's US marketing boss, told the Free Press that average F-150 transaction prices were up $2,000 from last year. He also indicated that retail figures grew seven percent in February, while F-Series fleet numbers were down 18 percent. The constrained supply does come at an inopportune time for Ford, though. Ford hybrids getting update to improve fuel economy

Ford has announced that it is introducing "calibration updates designed to improve on-road fuel economy for owners of the 2013 Ford C-Max Hybrid, 2013 Ford Fusion Hybrid and 2013 Lincoln MKZ Hybrid."
We can speculate that these changes are at least due in part to lawsuits over mileage claims of hybrid vehicles. The automaker is enhancing 2013 models starting in August by raising their electric cruising speed to 85 miles per hour from 62 mph, optimizing the use of active grille shutters and the climate control system, shortening the engine warm-up period by 50 percent and reducing electric fan speed to minimize the fan's energy consumption.
It bears mentioning that Ford is doing pretty well in the US electrified vehicle market this year. The company claims to have grown its share in the segment by 12 points to 16 percent while taking a high number of Toyota Prius trade-ins in the process. Conversely, Toyota has experienced a five-percent drop in new-Prius sales over the same period. Additionally, Ford states that it has increased its share of the US vehicle market by one percent this year, more than any full-line automaker.
