Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Ford Focus RS ready to make our hot hatch dreams real

Ford's current hot hatch siblings the Fiesta ST and Focus ST are already two pretty great entries into the segment, but there's always a desire for a little more. Thankfully, it looks like the Blue Oval is ready to satiate that need because it's continuing to test the even more powerful Focus RS around Europe. According to our spy shooters, these shots come from near the Nürburgring.
As with previous photos, Ford engineers continue to heavily camouflage the front end of the RS prototypes, but there's a big difference here. Unlike earlier ones, this example appears to have a closer-to-production-ready front bumper rather than just a horizontal strip for the license plate. That may point to development getting somewhat closer to wrapping up. Although, this one lacks the larger rear wing from prior testers, and the exhaust also appears to be a work in progress with the rear diffuser covered in mesh in these latest shots.
The RS is rumored to be using the 2.3-liter turbocharged four-cylinder from the 2015 Mustang, but power is reportedly turned up from 310 horsepower in the 'Stang to somewhere between 325 hp and 350 hp for the Focus. Routing all that just through the front wheels could be a recipe for serious torque steer, and all-wheel drive is potentially being used for better traction.
