Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

BMW is testing AdBlue pumps in Germany. AdBlue fluid is used to remove NOx from diesel exhaust, and it is stored in its own tank within the vehicle. Filling AdBlue is easy enough for drivers to do it themselves, and with the proliferation of diesel vehicles in Europe, a pump filling system could make more sense than using the current hand-held containers. BMW is testing AdBlue pumps at three fueling stations in Munich and Berlin to help develop further AdBlue dispenser technology. Read more at Green Car Congress. Drivr Green Personal Transportation is a Tesla taxi service in Cincinnati. Two former employees of Tesla Motors founded the startup, which bills itself alongside ride-hailing services like Uber and Lyft. Customers book a ride online, and are picked up by a Tesla Model S. The ride costs $2.50 per mile with a $15 minimum. Drivr currently operates three cars with seven drivers, with plans to lease another 10 Teslas and employ up to 30 drivers. Ford is opening a research and development facility in Silicon Valley. The Ford Research & Innovation Center, which will be located less than three miles from Tesla Motors headquarters in Palo Alto, California, is expected to be one of the automotive industry's largest R&D facilities. Law firms advising Fisker Automotive have been denied a $2.50-million fee enhancement in the car company's bankruptcy. Brown Rudnick LLP and Saul Ewing LLP were denied the extra fees, as a Delaware bankruptcy judge ruled there is "no evidence" that the firms provided anything more than what they originally expected. Ford F-150 production hampered by frame shortage

If anyone has questions about how Ford's new aluminum-bodied F-150 will hold up, it's not buyers. Orders are so strong for the fullsize pickup that competitors General Motors and Ram are discounting their offerings to hold onto market share. It's a shame for the Blue Oval then, that it can't build all the trucks it needs because frame supplier Metalsa isn't delivering enough frames. Neither Ford nor Metalsa has said what the problem is, but Ford employees are at Metalsa's Kentucky plant trying to get it sorted out, Automotive News reports. Overtime shifts at the Dearborn Truck Plant and the Kansas City Assembly Plant have been canceled due to the shortage that's been a problem for at least two months now. The issue is exacerbated by this being the changeover period in production from the old model to the new, which comes with its own issues. That would help explain why even though Dearborn production finished ramping up in January, output in April was down 9.2 percent compared to last year, according to AN. Transaction prices are up for the new truck, but overall F-150 production in Q1 was down 40 percent, and missing product means missing profits. Combined with the production drop for the new Ford Edge, the company's Q1 bottom line was robbed of $1 billion. It isn't clear when the frame issue will be solved, but workers at the plants are ready to run "all-out" when it is.
