After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Ford served up one hell of a rebuttal to the track-focused Camaro Z/28, introducing the limited-production Mustang GT350R, complete with over 500 horsepower, over 400 pound-feet of torque and freaking carbon-fiber wheels. Carbon-fiber wheels. Seriously. It's because of those 19-inch hoops, along with some other changes, that Ford was able to slice 130 pounds from the already lightweight GT350 Track Pack. The wheels are responsible for a 13-pound reduction in unsprung weight per corner, while the removal of such superfluous things like the air conditioning, stereo, rear seats, trunk carpet, backup camera and tire inflator accounts for the rest of the weight reduction. Along with the lower weight, Ford has thoroughly reworked the GT350's aerodynamics, adding a simply monstrous rear wing and diffuser, along with vented wheel wells, a new hood vent that both extracts heat and reduces lift. Beside the aero aids, Ford has shod the carbon-fiber wheels in ultra-grippy Michelin Pilot Sport Cup 2 tires, just to guarantee the shiny side remains up. View 21 Photos Ford retained the standard GT350's 5.2-liter, flat-pane V8, Torsen limited-slip differential (complete with a 3.73 rear axle ratio), although as power figures haven't been published for the standard car, there's no way to know whether the GT350R received a power bump. What we do know, though, is that the GT350R will not be limited to the track. While that's certainly its natural habitat, owners will be able to register and drive this monster on public roads. Ford Ka Concept shown in Brazil, could enter production by 2014

The Ford Ka (pronounce it like a Bostonian saying "car") is the Blue Oval's sub-Fiesta offering in a number of markets that aren't North America. It's been a staple in Europe since it launched in 1996 and in South America since 1997, where it's enjoyed quite a bit of popularity as an affordable, efficient city car.
The European and South American models grew apart over the years, until Europe ended up with a Fiesta-inspired car and Brazil retained a more evolved version of the original Ka's styling. With this Ka Concept, which is really a concept in name only, Ford is previewing a Ka not just for the European market, but as the brand's new, global small car. With city car sales expected to grow dramatically in coming years and the ever increasing price of fuel, Ford's move to get a new, competitive car into the market on a global level isn't surprising.
Wearing Ford's new, familial grille, the Ka Concept features the same crisp, sculpted sheetmetal that's adorned the Fusion and Fiesta. Developed in-house by Ford Brazil, a production version could launch by 2014, according to Ford's press release. It's unclear what engines will sit under this car's hood, although we'd bet the 1.0-liter, EcoBoost three-cylinder from the Fiesta will be available at some point.
