Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Ferrari, Maseratis trashed in Chinese off-road adventure

Ready to cringe? A group of Chinese motorists drove the Sichuan-Tibet Highway in a fleet of Italian cars, fording streams and hopping rocky terrain as they went. Well, they attempted to drive it, anyway. Only five of the cars managed to survive the truly unnecessary ordeal. The trip was reportedly the idea of a wealthy Chinese businessman named Ni Haishan. Haishan was driving the red Ferrari F12, with his employees following in what appear to be 10 Maserati Ghibli sedans. The Maseratis were gifts to his employees, which makes the loss of six of them along the way only slightly easier to stomach. Even the cars that made it to the finish line in Lhasa, Tibet, arrived with some serious damage. The unsurprising fallout included several wheels and tires on the Ferrari, including one wheel that took the studs it was attached to with it. As you can see above, the "highway" route was not exactly suited to these particular cars. There is some precedent for a car from Maranello driving to Lhasa, however. In 2005, Ferrari sent two 612 Scagliettis on a tour of China called "Ferrari 15,000 Red Miles" with various journalists at the wheel. That journey started and ended in Shanghai and took the cars all over the vast country, including two crossings of the Gobi Desert, along the Great Wall, and on some of Marco Polo's route. Of course, it also involved a lot of planning, a huge support team, and at least a modicum of common sense. All of this was supposedly Haishan's way of showing the world that business is good for him and that customers should trust their money with him. We might conclude otherwise based on the results. If you absolutely have to run this road in something Italian and expensive, may we suggest a Maserati Levante next time? Chris Harris wrings out Ferrari F40 and F50 on track

Chris Harris one of the most beloved of British automotive journalists, and yet Ferrari doesn't seem inclined to take him off its black list. Something about having shined the light on the way Maranello sets up its cars for press evaluations, years ago... So the only time the auto scribe and video host we know as Monkey gets his hands on a Prancing Horse-emblazoned steering wheel is when a private owner offers Harris a drive. Fortunately, that seems to happen all the time, but rarely in such a fashion as it has for this latest video.
Here the owner of not only an F40 but also its successor the F50 has lent Harris both of his anniversary-edition Ferrari supercars and insisted that he drive them aggressively. So off they went to the Anglesey circuit in Wales to see how these precursors to the Enzo and LaFerrari fare alongside one another decades after they first hit the road.
