The Basics: FCA is recalling 10,944 examples of the 2009-16 Dodge Journey - specifically those equipped with the optional engine block heaters and located in extremely cold climates. The Problem: Power steering fluid lines may leak when starting the engine in extremely cold weather, which would increase the amount of effort required to steer the vehicle. Injuries/Deaths: FCA reports that it is "unaware of any related injuries or accidents." The fix: The manufacturer is working on expediting replacement parts to resolve the issue in those vehicles potentially affected. If you own one: Expect to hear from the manufacturer soon to arrange service. Your chances of being affected are higher if you live in Canada, where a far greater number – estimated at 187,436 – of Journeys may be affected. Related Video: STATEMENT: FLUID LINE May 6, 2016 , Auburn Hills, Mich. - FCA US LLC is voluntarily recalling an estimated 10,944 U.S.-market midsize crossover vehicles equipped with optional block heaters to address fluid-line durability in extreme, cold-weather conditions. An investigation found some lines carrying power-steering fluid may leak at engine start-up, when the vehicle is subject to extreme cold. Steering is not lost in such circumstances. However, if a vehicle is so-affected, the amount of physical effort required to steer may increase. The Company is unaware of any related injuries or accidents. Affected are certain model-year 2009-2016 Dodge Journey vehicles. An estimated 187,436 vehicles in Canada are also subject to this recall. Replacement parts are expected to become available soon. Affected customers will be notified accordingly. FCA US urges customers to follow the instructions on all recall notices. Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

The Dodge Viper is not a comfortable car. Livable, yes. The interior is covered in fine materials. But you still climb over a hot door sill to enter the tiny cabin. And the frequency range of the engine's noises seem specifically designed to cause headaches. What happens, then, if you remove all pretense of civility from a Viper and add equipment solely aimed at improving lap times? You would have the 2016 Dodge Viper ACR. In terms of achieving its purpose, this car is a absolute success. In many ways it's also the most honest Viper of the current generation. Prices start at $121,990 (including $2,100 gas-guzzler tax and $1,995 destination), or $32,900 more than the least expensive Viper. In ACR trim, the Viper loses the under-carpet padding, 9 of 12 speakers plus amplifier, carpet and trim from the cargo area, and sound deadening in front of the rear wheel wells. The parts of the interior still covered add healthy amounts of Alcantara or optional carbon fiber. That weight loss is compensated by the addition of go-fast bits like the giant rear wing (or the larger "x-wing" on the Extreme Aero Package), 10-way adjustable Bilstein Motorsports shocks, Brembo carbon-ceramic brakes, a rear diffuser, and a front splitter. Total claimed curb weight is 3,392 pounds in Aero trim (standard ACR trim is 18 pounds lighter), which is within a few stone of the rest of the Viper lineup. The diffuser strakes and leading edge of the splitter are removable, made to be replaced after rubbing on track tarmac and make street driving slightly more practical. Not that you'd want to drive the ACR on the street, with the lack of noise insulation and spring rates twice as stiff as the Viper TA, but it is street-legal. Dodge claims the DOT-approved Kumho Ecsta V720 tires on the ACR allow faster lap times than some race compound tires. Our test was limited to on-track shenanigans at Virginia International Raceway. Which is fitting because we wouldn't have anything good to say about driving the car on the street. The ACR is, essentially, a race car sold in the showroom, although with the Viper's 1 of 1 customization program, your custom build can include as many creature comforts as you like. Lined up in pit lane at VIR, the Viper ACRs for our evaluation blur the air with heat shimmer. All of the test cars have air conditioning, but that shuts off at full throttle with a six-second reset.
