NHTSA investigating power modules on Chrysler Group SUVs and minivans

The Center for Auto Safety is officially petitioning the National Highway Traffic Safety Administration to begin scrutinizing alleged problems with the totally integrated power module (TIPM) on about 24 Chrysler Group SUVs and minivans. The advocacy group claims that the part's failure can cause affected vehicles to stall or not start at all. NHTSA is still looking into the accusations and deciding whether a full investigation is actually warranted.
The CAS petition claims at least 70 TIPM failures, but according to NHTSA, six of the complaints are for models that don't have the modules. In 34 of the reported cases, the vehicles refused to start, and in 17 of them the engine stalled. There were also two allegations of smoke and one of a fire. However, none of these affected airbag deployment or resulted in a crash.
This petition isn't the first TIPM-related problem for Chrysler Group. A recent report in the New York Times alleged that it found 240 complaints potentially related to the issue on NHTSA's website alone. In September, the automaker also recalled 230,760 examples worldwide (188,723 in the US) of the 2011 Jeep Grand Cherokee and Dodge Durango replace the fuel pump relay circuit inside of the TIPM-7 with one external to the unit. The original part could allegedly cause the models to stall without warning. Even earlier, the company also recalled about 80,000 examples of the Jeep Wrangler and Dodge Nitro in 2007 to have the module reprogrammed.

The larger recall affects 284,089 examples of the 2003 Jeep Liberty and 2004 Jeep Grand Cherokee, and there are also 13,411 of them in Canada, 6,277 in Mexico, and 48,212 outside the NAFTA region. Because of "electrical noise beyond the tolerance of the airbag electronic control module", part of that component can fail, according to the National Highway Traffic Safety Administration. This can cause the front and side airbags to deploy and the seatbelt pre-tensioners to activate inadvertently. FCA US has seven reports of alleged injuries from this problem. To fix the situation, the Jeeps need their Occupant Restraint Control modules replaced, as well as the front- and side-impact sensors. According to the NHTSA, the replacement parts won't be available until early 2016. Still, FCA US will advise owners about the problem in a letter by the end of December and will send a second notification when the components are ready. To fix the issue, dealers will seal the ABS wiring harness and will replace any already affected components as necessary, like the ABS module or the headlamp and dashboard wiring harness. Within this vehicle population, FCA US became aware of seven injuries caused by inadvertent air-bag deployments and advised NHTSA accordingly. The affected vehicles are not equipped with Takata Corp. air-bags. The Company is unaware of any related accidents.

If this happens, then the vehicles could lose braking assist. The brakes themselves would continue to work, but the driver would experience longer stopping distances. A pop or similar sound of a vacuum leak sometimes precedes the problem, according to the automaker. Dealers will inspect the components and replace the vacuum tube. If technicians find oil in the tube, they'll also swap out the vacuum pump, brake booster, and master cylinder. Affected owners will receive notice from the company within the next 60 days. Oil may degrade the diaphragm and lead to a loss of brake-assist – a feature that helps reduce stopping distances. FCA US is aware of two minor injuries and seven accidents that are or may be related to this condition. The recall is limited to model-year 2013-14 Dodge Dart sedans produced before Jan. 24, 2014.
