Italy reportedly guarantees $7.1 billion loan to Fiat Chrysler

ROME — Italy has approved a decree offering state guarantees for a 6.3-billion euro ($7.1 billion) loan to Fiat Chrysler's (FCA)  Italian unit, a source said, paving the way for the largest crisis loan to a European carmaker. The source said Italy's audit court had signed off on the decree, in a final step of what had been a lengthy and contested process to get the loan approved. The court's approval follows an earlier endorsement by the economy ministry. "The audit court authorized the decree," said a source close to the matter, asking not to be named because of its sensitivity. FCA's Italian division has tapped Rome's COVID-19 emergency financing schemes to secure a state-backed, three-year facility to help the group's operations in the country, as well as Italy's car sector in which about 10,000 businesses operate, weather the crisis triggered by the coronavirus emergency. The loan will be disbursed by Italy's biggest retail bank Intesa Sanpaolo, which has already authorized it pending the approval of guarantees the government will provide on 80% of the sum through export credit agency SACE. The request for state support has sparked controversy because FCA is working to merge with French rival PSA and the holding for the Italian-American carmaker is registered in the Netherlands. FCA's global brands include Fiat, Jeep, Dodge and Maserati. It was not immediately clear what conditions, if any, Italy has set as part of the guarantees and whether they would affect FCA's planned 5.5 billion euro ($6.2 billion) extraordinary dividend, which is a key element in the merger with PSA. FCA US under-reported death and injury claims to NHTSA

The National Highway Traffic Safety Administration says FCA US significantly under-reported death and injury claims due to flaws in its early warning system. The government first discovered a potential problem with the automaker's reporting in late July, and FCA US has been investigating the issue since. NHTSA claims that the problem appears linked to the way the company gathers and reports safety information. The agency is still investigating how serious the flaws are and their causes. "This represents a significant failure to meet a manufacturer's safety responsibilities," NHTSA Administrator Mark Rosekind.Rosekind said in a statement. FCA US admits that it "identified deficiencies" in the reporting, but in a statement the company said that it notified NHTSA of the issue immediately. The company promised that it is taking this problem "extremely seriously" and pledged to remedy the situation. In late July, FCA US was hit with a potential $105-million fine by NHTSA for the way the automaker conducted some recalls. As part of that agreement, the company also consented to more rigorous oversight by safety regulators in the future and a buy-back of some affected vehicles. Other automakers have been punished for failing to submit EWR data. Honda incurred a $70 million fine in January from NHTSA for missing 1,729 incidents over 11 years. 2017 Chrysler Pacifica scores near top on minivan mpg

The 2017 Chrysler Pacifica gets 28 miles per gallon fuel economy on the highway, 18 mpg city, and 22 mpg combined, according to the government's newly announced estimates. Those figures compare well to the 2016 Town & Country's EPA rating of 25 mpg highway, 17 mpg city, and 20 mpg combined. They also make the new minivan among the most efficient models in its class, although not quite the king. These fuel economy figures only apply to the 2017 Pacifica with the 3.6-liter V6, which makes 287 horsepower and 262 pound-feet of torque, and the nine-speed automatic. We will have to wait until the second half of the year to find out how the plug-in hybrid performs, but the brand believes at least 80 MPGe is possible. Chrysler also plans to make stop-start available later, which will increase real-world fuel numbers. Compared to the currently on-sale competitors, the 2017 Pacifica is among the top, but there are two clear rivals. The 2016 Honda Odyssey has EPA ratings of 28/19/22. Those figures match the Chrysler on the highway and combined, but beat it by one mpg in the city. The other challenger is the 2016 Nissan Quest at 27/20/23. The Nissan wins by two mpg in the city and one mpg combined, but the Pacifica wins by one on the highway. According to Fueleconomy.gov, the front-wheel drive Toyota Sienna and Kia Sedona match the Pacifica's 18 mpg city rating, but they can't beat its combined or highway numbers.
