Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." Poor Chrysler 200 sales blamed for 1,420 layoffs in Sterling Heights

FCA will indefinitely lay off a total of 1,420 workers from its Sterling Heights Assembly and Stamping plants on July 5, according to The Detroit News. This decision will cut a 1,300-person shift that builds the Chrysler 200, and it will also affect 120 people who stamp the sedan's components. The company's statement said the decision would "better align production with demand." FCA plans to give these folks open full-time positions as they become available. Chrysler 200 sales are down 63 percent to just under 18,000 units so far in 2016. After the cuts, there will still be one shift to build the 200, but even then the model won't have much of a future. In January, CEO Sergio Marchionne announced that FCA would discontinue production of the 200 and Dodge Dart because customers were no longer interested in small sedans. All of the roughly 3,000 hourly workers at Sterling Heights have been on a temporary layoff since February 1, according to The Detroit News. They don't go back to work until next week. United Auto Workers Vice President Norwood Jewell released a statement saying that while the "shift reduction at Sterling Heights Assembly is unfortunate, it is not unexpected." However, he was fairly upbeat about the cuts because FCA plans to increase production capacity for trucks and SUVs. "I believe that in the long term this move will be a positive one for our members and the company," he said. During last year's labor negotiations, the UAW's deal reportedly included an agreement for FCA to move 200 and Dodge Dart production to Toluca, Mexico, but the company promised to build the Ram 1500 at Sterling Heights Assembly. FCA spokesperson Jodi Tinson gave no comment about future vehicles at the factory when asked by Autoblog. The Company will place indefinitely laid off employees in open full-time positions as they become available within the Detroit labor market based on seniority. FCA inline-six rumored to be real, headed for Jeep Wagoneer

In September, Allpar reported that that clues being dropped at Fiat- Chrysler headquarters, in the carmaker's factories, and on engineer resumes pointed to the development of an inline six-cylinder engine. The site has just proclaimed the rumor is reality, writing that the straight-six, "turbocharged to meet or beat 5.7 Hemi power ratings, with a smoother torque curve, is on the way." The motor's first outing is expected to be either the next-generation Jeep Grand Cherokee, debuting perhaps next year, or the Jeep Wagoneer, debuting in 2020 or 2021. "Tornado" is the purported codename for the power plant said to be just under three liters in displacement, expanding the family begun with the Global Medium Engine 2.0-liter turbo codenamed Hurricane. Engine bay constraints and a long use horizon mean engineers won't simply add two more cylinders to the GME, however. Allpar says the brief is to keep the Tornado GME-T6 — the alphanumeric for "turbocharged six" — no more than three inches longer than the Tigershark 2.4-liter four-cylinder. That means "major design changes" that could include a space-saving head, more closely spaced cylinders, and no cylinder liners. An FCA division called Comau could be called on for its "SmartSpray" plasma lining technology. Allpar muses that the standard version of the engine for Chrysler, Dodge, Jeep, and Ram could get a single twin-scroll turbocharger. Performance trims for Alfa Romeo and Maserati could get different heads and maybe twin turbos, an SRT version might also get both those tweaks. History shows that the Italian versions would make changes to the block, as well. Even so, the Tornado would be less expensive than any Ferrari-supplied V6. A straight-six would put FCA in company with current adopters BMW and Mercedes-Benz, future users like Jaguar, and perhaps Aston Martin. The engine would span the widest range of use cases in the U.S. carmaker's portfolio, though. Potential applications include being a base engine for Ram trucks, serving double duty as a base engine and 5.7-liter Hemi replacement for the Dodge Charger and Challenger, working in the high-end Jeeps, and as a properly hot trim — with Ferrari-designed heads — in the luxury Italian sports cars. The Alfa Romeo Giulia begs for just such motivation to fill the gap between the 280-hp, $42,695 Ti Sport RWD and the 505-hp, $73,700 Giulia Quadrifoglio RWD. And a twin-turbo inline-six in a Maserati Alfieri would stack up nicely with the Germans.
