Analysts wary over FCA lawsuit but say emissions not as bad as VW

MILAN - Any potential fines Fiat Chrysler (FCA) may need to pay to settle a US civil lawsuit over diesel emissions will unlikely top $1 billion, analysts said, adding the case appeared less serious than at larger rival Volkswagen. The US government filed a civil lawsuit on Tuesday accusing FCA of illegally using software to bypass emission controls in 104,000 vehicles sold since 2014, which it said led to higher than allowable levels of nitrogen oxide (NOx) that are blamed for respiratory illnesses. FCA's shares dropped 16 percent in January when the U.S. Environmental Protection Agency (EPA) first raised the accusations, adding the carmaker could face a maximum fine of about $4.6 billion. The stock has been under pressure since. Volkswagen agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, U.S. states and dealers. FCA, which sits on net debt of 5.1 billion euros ($5.70 billion), lacks VW's cash pile but analysts said its case looked much less severe. While VW admitted to intentionally cheating, Fiat Chrysler denies any wrongdoing. Authorities will have to prove that FCA's software constitutes a so-called "defeat device" and that it was fitted in the vehicles purposefully to bypass emission controls. Even if found guilty, the number of FCA vehicles targeted by the lawsuit is less than a fifth of those in the VW case. Applying calculations used in the German settlement, analysts estimate potential civil and criminal charges for Fiat Chrysler of around $800 million at most. Barclays has already cut its target price on the stock to take such a figure into account. Analysts also noted that FCA's vehicles are equipped with selective catalytic reduction (SCR) systems for cutting NOx emissions, so it is likely that any problem could be fixed through a software update. "Should this be the case, we estimate a total cost per vehicle of not more than around $100, i.e. around $10 million in aggregate," Evercore ISI analyst George Galliers said in a note. The estimates exclude any additional investments FCA may be asked to make in zero emissions vehicles infrastructure and awareness as was the case with VW. FCA said last week it would update the software in the vehicles in question, hoping it would alleviate the regulators' concern, but analysts said it may have been too little too late. The carmaker is also facing accusations over its diesel emissions in Europe.

Chrysler's new Town & Country is expected to debut in the next several months, featuring a new plug-in hybrid powertrain on top of a new look. While we're still short on details about the new propulsion system, a new round of spy photos is giving us a great look at the T&C's modernized aesthetic. In short, think of a puffed up, ultra-versatile Chrysler 200, and you'll have an idea of what the new Town & Country will look like. Spied on what we're guessing is Fiat Chrysler's US headquarters – seeing body shells like this just hanging around the Auburn Hills, MI campus isn't strange, although this does seem like an especially haphazard case – the new van's look is far less upright than the current model. In general, this new vehicle should be sleeker and, dare we say, more compact than the current Town & Country. Alongside the all-wheel-drive plug-in model, our spies report the new T&C will be offered with a 3.2-liter V6, which we're betting was pilfered from the Cherokee, the only other FCA model to use the smaller version of the Pentastar. It's unclear if all-wheel drive will be featured on the ICE-only model. Beyond the class-exclusive PHEV powertrain, our spies report the new van will combat the Honda Odyssey's nifty, built-in vacuum cleaner with a unit of its own. Other innovations will include hands-free side doors – we're guessing these would be some version of the increasingly popular smart tailgates, which simply require a kick of the foot to open. Of course, we'll know all about the new Town & Country early next year, with its expected debut slated for the 2016 Detroit Auto Show. Could Chrysler leave Michigan for Tennessee?

Detroit's Big Three could become the Big Two. According to an AP report in The Detroit News, state officials have been lobbying for Fiat-Chrysler CEO Sergio Marchionne to select Tennessee as the location for Fiat's joint headquarters with Chrysler Group LLC.
This weekend, Marchionne met with Tennessee governor Bill Haslam at a ceremony celebrating the expansion of a Fiat subsidiary plant in the city of Pulaski. The AP report does not mention any serious talks about headquarters relocation, only that Tennessee officials have been "working me over pretty well," according to Marchionne.
Fiat hopes to complete its merger with the Auburn Hills-based automaker sometime next year, and earlier reports have stated that the company is seeking $10 billion in financing to buy the remaining bits of Chrysler. If the company were to relocate, it would join Nissan and Volkswagen in having major American automotive operations in Tennessee. Of course, that whole "Imported From Detroit" thing would need to go out the window, as well.
