Weekly Recap: Obama reflects on the auto bailout's legacy

President Obama took a victory lap of sorts this week at the Detroit Auto Show, lauding the industry's progress and reflecting on the decision to bail out General Motors and Chrysler seven years ago. While the rescue was controversial at the time, historians will likely judge the president's actions to help save two of America's industrial symbols in a positive light. Much like Theodore Roosevelt's trust-busting tactics were controversial in the early 20th century, Obama's plan drew fire from critics who argued the free market should be left to its own devices. But providing financial aid and forcing the automakers to restructure had an enduring impact on the US economy. The auto industry has added more than 646,000 jobs since the companies emerged from bankruptcy, including manufacturing and retail positions. Make no mistake, GM and Chrysler were nearly dead in 2009. Now, GM is a powerhouse that's set to capitalize on a market that could see 18 million vehicles sold this year. Chrysler, which was renamed FCA US, survived as part of the Italian-American Fiat Chrysler Automobiles conglomerate. It's also performed well amid the strong industry conditions, though CEO Sergio Marchionne very publicly went looking for alliance partners last year, something from which he's since backed off. While Obama can claim a win, the bailout was actually started by George W. Bush, who provided short-term loans to GM and Chrysler in December 2008. Without that, they might not have made it much past Obama's inauguration. NEWS & ANALYSIS News: Spy Shooters captured the next-gen BMW Z4 during extreme cold weather testing. Analysis: The upcoming Z4 (which might be called the Z5) looks sharp. But the big deal is that BMW's much-anticipated sports-car project with Toyota is coming to fruition. Refresher: BMW and Toyota agreed to work together back in December 2011 and then announced an expansion of that deal to include sports cars in June 2012. Ultimately, it will provide BMW with a new Z4 and Toyota with another sports car, perhaps the Supra replacement. BMW is developing the platform, while Toyota is expected to chip in with hybrid technology. Big picture, this project is a good thing. It's providing enthusiasts with two modern sports cars that Toyota and BMW might not chose to develop on their own. This template has been shown to work, as the Fiat-Mazda alliance produced the MX-5 Miata and 124 Spider. News: The Jeep Grand Cherokee Hellcat was also spied, briefly.

Fiat Chrysler to get $105M fine from NHTSA for recall woes

The National Highway Traffic Safety Administration is about to send a powerful message to automakers doing business in the United States, assuming reports of an upcoming $105 million fine against Fiat Chrysler Automobiles comes to fruition. In addition to the record-setting monetary fine, according to The Wall Street Journal, FCA will have to accept an independent auditor that will monitor the company's recall and safety processes and will be forced to buy back certain recalled vehicles. In other cases, such as with Jeep Grand Cherokee and Liberty models with gas tanks that could potentially catch fire in certain types of accidents, FCA will offer financial encouragement for owners to get their recall work done or to trade those older vehicles in on new cars, according to the report. FCA could reportedly reduce its fines if it meets certain conditions, though those remain unclear at this time. These actions against FCA are being taken after NHTSA began a probe into the automaker over almost two dozen separate instances where the government claims FCA failed to follow proper procedures for recalls and safety defects. Included in those safety lapses are more than 11 million vehicles currently in customer hands. These penalties and fines are separate from the investigation over security problems with Chrysler's Uconnect system that allowed hackers to obtain remote access into key vehicle systems in 1.4 million vehicles. Junkyard Gem: 1989 Chrysler TC by Maserati

Lee Iacocca's friendship with Alejandro de Tomaso went way back, and it led to the Ford-powered De Tomaso Pantera being born in 1971 (when Iacocca was running Ford). After Iacocca moved over to head Chrysler in 1978, he began working with de Tomaso (who owned Maserati by that point) to develop a sports coupe based on the Chrysler-salvation K-Car platform. It took quite a while, but eventually that car became reality: the Chrysler TC by Maserati (officially known as Chrysler's TC by Maserati). Some 7,300 were built through 1991, and I've found one of them in a Denver-area car graveyard. I've managed to document four of these cars in their final parking spots prior to this one, in wrecking yards in Colorado, California, and Wisconsin. The Chrysler's TC by Maserati does have a devoted following, but they can't save 'em all. The TC really was assembled by Maserati in Italy, but the underlying chassis was taken from the Dodge Daytona. The body bore a strong resemblance to that of the Chrysler LeBaron GTC, which was unfortunate considering the price difference between the two cars: the MSRP on the 1989 TC was $33,000, while the LeBaron GTC cost $17,435 (that's about $80,880 and $42,730 in 2022 dollars). The TC had three different engines driving the front wheels over its short lifetime: two varieties of turbocharged Chrysler 2.2 four-cylinder (one with 160 horsepower and one with a Cosworth cylinder head with 200 horsepower) and that good old workhorse of a Mitsubishi V6: the 6G72, with 141 horses. This car has the 160hp 2.2. The Cosworth-headed cars (500 were built) got a five-speed manual transmission, but the other 6,800 TCs got a Chrysler slushbox of either three or four speeds (this one is a three-speed). There was a lot of snobbish disapproval of the TC by the automotive press, but just look at that interior! Even the most over-the-top LeBaron never got this level of swank inside.  Every time I write about one of these cars, I hear that the factory hardtop roof is worth fantastic money… but four out of the five examples I've found in junkyards had the hardtop, and I think every single one went to the crusher with its car. How many miles? Not many! Maybe the speedometer cable broke in 1995. The radio and HVAC controls are straight LeBaron, but the wood and leather are the real thing.
