FCA US under-reported death and injury claims to NHTSA

The National Highway Traffic Safety Administration says FCA US significantly under-reported death and injury claims due to flaws in its early warning system. The government first discovered a potential problem with the automaker's reporting in late July, and FCA US has been investigating the issue since. NHTSA claims that the problem appears linked to the way the company gathers and reports safety information. The agency is still investigating how serious the flaws are and their causes. "This represents a significant failure to meet a manufacturer's safety responsibilities," NHTSA Administrator Mark Rosekind.Rosekind said in a statement. FCA US admits that it "identified deficiencies" in the reporting, but in a statement the company said that it notified NHTSA of the issue immediately. The company promised that it is taking this problem "extremely seriously" and pledged to remedy the situation. In late July, FCA US was hit with a potential $105-million fine by NHTSA for the way the automaker conducted some recalls. As part of that agreement, the company also consented to more rigorous oversight by safety regulators in the future and a buy-back of some affected vehicles. Other automakers have been punished for failing to submit EWR data. Honda incurred a $70 million fine in January from NHTSA for missing 1,729 incidents over 11 years. Ferrari had to pay $3.5 million in 2014 for not sending them in for three years. Preliminary information suggests that this under-reporting is the result of a number of problems with FCA's systems for gathering and reporting EWR data. This represents a significant failure to meet a manufacturer's safety responsibilities. The Eindhoven University of Technology in The Netherlands has created the Storm Pulse electric touring motorcycle. Its 28.5-kWh modular battery pack provides 236 miles of riding on a single charge. The batteries can be charged on a standard household outlet, and can be swapped out in a matter of minutes. The Storm Eindhoven team is raising money to take the prototype bike on a world tour this summer, covering 40,000 kilometers (24,855 miles) in 80 days, not just to show off the Pulse, but also to demonstrate the feasibility of electric mobility. Thanks to its well-developed solar infrastructure – which includes 29 solar farms with 15 more in the works – feeding its central grid (as well as problems distributing it to other parts of the country), the surplus means energy prices have dropped to zero in certain locales for well over a hundred days of the year. Fiat Chrysler Automobiles (FCA) is reportedly talking to Uber Technologies about a possible partnership regarding driverless cars. Anonymous sources close to the matter have said that a venture could be announced by the end of 2016. Uber is also in talks with other automakers, according to one source. Having access to Uber's massive fleet of vehicles around the world provides large opportunities for gathering data and improving systems. Former Elio Motors COO Hari Iyer is launching the YoYo car subscription service as its CEO. YoYo will offer cars on-demand with a concierge service, using a pay-per-mile model. Iyer will maintain a relationship with Elio as a member of its Board of Directors, and as a strategic advisor to CEO Paul Elio. "I am proud of our team's accomplishments [at Elio] and the progress we've made to date and will look on with pride when I see an Elio on the road," says Iyer. Germany says Fiat Chrysler also cheats on diesel emissions

In May, Germany threatened to ban Fiat Chrysler vehicles because they supposedly had diesel emissions cheat devices. The guilty vehicle at the time was a Fiat 500X. Since then, Italian regulators looked into the issue and said they found no such device. But Germany didn't back down, and filed papers today with the European Commission (EC) and the Italian Transport Ministry saying, again, that there were questionable emissions results in four FCA vehicles. According to Reuters, the Germany's new tests proved there was an, "illegal use of a device to switch off exhaust treatment systems" in the four FCA vehicles. According to Der Spiegel, the four vehicles in the latest batch of offenders are the two new 500Xs, a Fiat Doblo, and a Jeep Renegade. Alexander Dobrindt, Germany's Federal Minister of Transport, noted the vehicles in the letter to the EC, which also said that the EC should communicate with Italian regulators as the next step.
