Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." 78k Chrysler 200 sedans recalled for stalling

Chrysler has been at the top of our list of recalls lately, and is showing little sign of dropping down. The latest campaign announced from Auburn Hills affects nearly 80,000 units over a problem that could see the vehicle suddenly stall or shift into neutral unexpectedly. According to the automaker's statement below, the issue primarily affects the 2015 Chrysler 200. However it indicates that unspecified "additional vehicles are also included in the campaign." Of the 77,834 units affected by the recall, the vast majority – nearly 70k – are in the United States. Another 7,115 are located in Canada, 848 in Mexico, and another 19 outside of North America. The problem stems from some electrical connectors that may have been damaged by the supplier during post-production validation tests. FCA stresses, however, that it is "unaware of any related injuries or accidents" resulting from this issue, and that the glitch may or may not be "accompanied by a dashboard warning-light illumination." Airbag function is reportedly unaffected. Recharge Wrap-up: Storm Pulse EV touring motorcycle, Elio COO launches YoYo car subscription service

The Eindhoven University of Technology in The Netherlands has created the Storm Pulse electric touring motorcycle. Its 28.5-kWh modular battery pack provides 236 miles of riding on a single charge. The batteries can be charged on a standard household outlet, and can be swapped out in a matter of minutes. The Storm Eindhoven team is raising money to take the prototype bike on a world tour this summer, covering 40,000 kilometers (24,855 miles) in 80 days, not just to show off the Pulse, but also to demonstrate the feasibility of electric mobility. Thanks to its well-developed solar infrastructure – which includes 29 solar farms with 15 more in the works – feeding its central grid (as well as problems distributing it to other parts of the country), the surplus means energy prices have dropped to zero in certain locales for well over a hundred days of the year. Fiat Chrysler Automobiles (FCA) is reportedly talking to Uber Technologies about a possible partnership regarding driverless cars. Anonymous sources close to the matter have said that a venture could be announced by the end of 2016. Uber is also in talks with other automakers, according to one source. Having access to Uber's massive fleet of vehicles around the world provides large opportunities for gathering data and improving systems. Former Elio Motors COO Hari Iyer is launching the YoYo car subscription service as its CEO. YoYo will offer cars on-demand with a concierge service, using a pay-per-mile model. Iyer will maintain a relationship with Elio as a member of its Board of Directors, and as a strategic advisor to CEO Paul Elio. "I am proud of our team's accomplishments [at Elio] and the progress we've made to date and will look on with pride when I see an Elio on the road," says Iyer.
