Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." 2017 Chrysler Pacifica is perfect for town and country

The Pacifica has returned. In a surprising move, Chrysler revived the name of its old three-row CUV for the long-serving Town & Country's replacement. That's a bold strategy. Let's see if it pays off. Chrysler's new minivan offers a tremendous improvement on its predecessor in terms of interior and exterior design, available technology, and powertrain. Design inspiration is most clearly drawn from the brand's 200 sedan, both inside and out. Gone are the egg-crate grille, blocky headlights, and vertical taillights of the old van, all of which have been replaced with slim, stylish units. Doubtlessly destined for high-end trims, Chrysler will also offer a 200-style, two-tone interior with over 35 inches of screen real estate. 8.4 inches are reserved for the central UConnect display, while drivers have their own seven-inch display in the instrument cluster. As for the kiddies, they're the big winners, with a pair of ten-inch touchscreen displays in the back. Underhood, the big news is reserved for the new plug-in-hybrid powertrain. You can read all about that here. For right now, we'll focus on the familiar 3.6-liter Pentastar V6 and its accompanying nine-speed automatic transmission. There is 287 horsepower, 262 pound-feet of torque, and what will likely be a healthy improvement in fuel economy over the old Town & Country. Recharge Wrap-up: Storm Pulse EV touring motorcycle, Elio COO launches YoYo car subscription service

The Eindhoven University of Technology in The Netherlands has created the Storm Pulse electric touring motorcycle. Its 28.5-kWh modular battery pack provides 236 miles of riding on a single charge. The batteries can be charged on a standard household outlet, and can be swapped out in a matter of minutes. The Storm Eindhoven team is raising money to take the prototype bike on a world tour this summer, covering 40,000 kilometers (24,855 miles) in 80 days, not just to show off the Pulse, but also to demonstrate the feasibility of electric mobility. Thanks to its well-developed solar infrastructure – which includes 29 solar farms with 15 more in the works – feeding its central grid (as well as problems distributing it to other parts of the country), the surplus means energy prices have dropped to zero in certain locales for well over a hundred days of the year. Chile is now trying to improve its transmission networks, though lack of revenue could slow future investment in solar power. Read more at Green Car Reports. Fiat Chrysler Automobiles (FCA) is reportedly talking to Uber Technologies about a possible partnership regarding driverless cars. Anonymous sources close to the matter have said that a venture could be announced by the end of 2016. Uber is also in talks with other automakers, according to one source. Having access to Uber's massive fleet of vehicles around the world provides large opportunities for gathering data and improving systems. Former Elio Motors COO Hari Iyer is launching the YoYo car subscription service as its CEO. YoYo will offer cars on-demand with a concierge service, using a pay-per-mile model. Iyer will maintain a relationship with Elio as a member of its Board of Directors, and as a strategic advisor to CEO Paul Elio. "I am proud of our team's accomplishments [at Elio] and the progress we've made to date and will look on with pride when I see an Elio on the road," says Iyer. He adds, "My work at YoYo is continuing our shared mission to usher in a new era of affordable access to cars." Read more in the press release below.
