For some, getting a Fiat 500e last week was almost free

Auto-racing clubs know a thing or two about moving fast. And a couple of them out in California appeared to do just that when a bunch of incentives for the Fiat 500e electric vehicle added up to a pretty sweet deal. Actually, a borderline free one. Green Car Reports was kind enough to do the math on the calculation of an $83-a-month, three-year lease deal on that included a $2,100 perk and required an $11,000 downpayment on the $32,000 car. California and federal government incentives for EVs cut that downpayment down to $1,000 out of pocket once the incentives ($7,500 from the feds, $2,500 from the state) were factored in by the leasing company. Then, Fiat-Chrysler was throwing in another $1,000 for folks who were leasing a car from another car company, hence the freebie. That means some lucky people, at least temporarily, were able to work basically a zero-downpayment agreement for a three-year lease on a car whose monthly payment is the equivalent of about two full tanks of gas. Once word of those perks got around to some California racing clubs, about 100 500e vehicles to be moved off of California lots during the past week or so. Plugged in, indeed. Jay Leno parades around in '52 Chrysler Imperial

Jay Leno is not known as a quiet man. He's a comic, after all. So how do you think it'll go when he's given an enormous, Chrysler Imperial parade car, complete with two meaty public-address speakers on the front bumper? Exactly. In an amusing start to the latest episode of Jay Leno's Garage, we see the eponymous star of the web series addressing the citizens of Burbank, CA from the big, comfy seat of a 1952 Chrysler Imperial Dual-Cowl Phaeton. One of just three produced by Chrysler at a price of about $33,000 a pop – a whopping $296,000 in today's dollars – this particular example is owned and still used by the city of Los Angeles. Its most famous passengers include President Dwight D. Eisenhower and then-Vice President Richard Nixon. Underhood, there's a 331-cubic-inch Hemi V8 that's been mated to a two-speed PowerFlite automatic. As for the exterior, while it may look like a 1956 Imperial, it did originally roll out of the factory in 1952. According to the LA city officials that accompanied the car, Chrysler called the three sedans back in 1955 and refitted them to fit in with the latest Imperial models. At 21.5 feet long, even in today's world of big pickups and SUVs, this particular example occupies a big space on the road. Surprisingly, it's still driven regularly, taking part in parades and celebrations across the City of Angels. Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.
