Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." Which of these five plug-ins should win the 2017 Green Car of the Year?

It's going to be a competitive race for the 2017 Green Car Of The Year. With a minivan in the running for the first time in ages, the five finalists announced by Green Car Journal today include five very different plug-in vehicles. As Ron Cogan, the editor and publisher of Green Car Journal, said in a statement, "electrification is now considered by most automakers an essential technology for current and future high-efficiency models." Let's check out the list: Toyota Prius Prime, the updated plug-in version of the world's best-selling hybrid. Chevy Bolt, GM's all-new entry into the long-range EV game. Chrysler Pacifica, a family hauler with the ability to go 30 miles on electric power. Kia Optima. The nomination is for the full line-up, but really the hybrid and plug-in hybrid models are the green stars here. BMW 330e iPerformance, one of the automaker's many new plug-in hybrids that bring battery power to models outside the i sub-brand. Green Car Journal will announce the winners at the Los Angeles Auto Show on November 17th, along with some, "other green transportation announcements," whatever that means. Chrysler Town & Country plug-in hybrid minivan coming in 2015

Among the multitude of models that Fiat Chrysler Automobiles announced as part of its five-year production plan in May was a plug-in hybrid version of the Town & Country minivan for sometime in 2016. However, according to the latest pronouncement from company CEO Sergio Marchionne, that timetable may have been moved forward quite a bit.
Marchionne told Automotive News at the Paris Motor Show that the PHEV minivan would now be launching in late 2015. That strategy does seem a bit confusing, though, because the next-gen platform for the T&C isn't supposed to hit the road until sometime in 2016, according to the plan. So it's not clear whether the boss means the PHEV rides on the current chassis or if the new model is going on sale early.
The technology underpinning the new plug-in hybrid has been shrouded in mystery. However, during the five-year plan meeting, FCA claimed the model could earn fuel economy figures around 75 mpge. Chrysler previously tested a 25-unit fleet of them as part of a demonstration test in Auburn Hills, MI, in 2012, but that didn't go so well.
