A group of 32 senators is asking the EPA to approve increased biodiesel volumes in the Renewable Fuel Standard. Delays in approving the RFS for 2014 forward is causing problems for the fuel produces affected by the law. "EPA's delays are endangering our industry," says Imperium Renewables CEO John Plaza. "Biofuel facilities around the nation are sitting idle, workers are being laid off, and some producers have been forced out of business entirely." Producers feel the EPA is underestimating domestic biodiesel production, and are concerned about importing fuel from Argentina. Read more in the press release below. Fiat Chrysler will help Israel develop a natural gas vehicle. The automaker, along with Iveco and Magneti Marelli, signed a memorandum of understanding with Israel's Prime Minister's Office as part of the Israel Fuel Choices Initiative. They are also considering extended research and development relationship with Israeli companies for alternative fuels and smart mobility. Israel seeks to become a hub for alternative fuel technology. Read more at Hybrid Cars. Spy photos suggest Fiat might build an electric 500X as a compliance car for California. The photos, sent by a reader to Green Car Reports, show a camouflaged Fiat 500X that appears to lack a tailpipe, suggesting it could be an EV. It was photographed on its way to Chrysler's SRT Engineering Center, which builds specialized, low-volume vehicles. The gas-powered 500X debuted in North America at the Los Angeles Auto Show last fall, so camouflage seems a bit unusual at this point if it's just a standard powertrain. It's possible the car could be sold mainly in California to comply with the state's zero-emissions requirements for automakers. Baby Jeep to join Renegade in FCA's plan for new Italian-built models

FCA is boosting its European production, introducing new models that will be built in currently under-utilized manufacturing facilities. Among the new models is a new small Jeep, smaller than the current Renegade, as Automotive News reports. FCA's Mike Manley mentioned the entry-level Jeep model earlier this year, also saying that the vehicle is targeted to European and possibly Latin American customers; in the summer, Autocar placed the launch date in 2022. The new "baby" Jeep would be made in the same factory in Pomigliano, Italy, as the small Fiat Panda, which is a top seller in Italy. The current generation Panda was introduced in 2011; if it gets a replacement in 2022, it could possibly share a platform with the Jeep model — or, the Jeep could be an eventual outright replacement for the Panda. One of Fiat's earlier core products, the Punto hatchback, was canned in August, and that production capacity will be used to make the Jeep Compass instead, at the Renegade-producing Melfi factory in southern Italy. The Compass has not previously been built in Europe. The Fiat model portfolio would be shrunk to just the 500 model family and the Panda — the 500 would also be FCA's key electric vehicle offered in Europe. It is not yet clear whether the electric 500 would be made in Turin, Italy, or in Poland; Turin might also get a Giardiniera-badged wagon version of the refreshed 500. As for the Alfa Romeo brand, it is set to gain an even bigger SUV model than the Stelvio, based on the Maserati Levante's platform. The Levante's sales have suffered recently in China, but Maserati does have light in the horizon: The Alfieri 2+2 grand tourer is still in the cards, with a launch expected for 2020 and both a convertible and an electrified version planned to follow. The Alfieri would be made in Modena, Italy, according to Automotive News' sources. None of these plans namedrop the storied Lancia brand, which has been shrunk to just the Ypsilon hatchback, based on the same platform as the current 500 and Panda. Despite that, the Ypsilon was again the second-bestselling car in Italy after the Panda in October. It is unlikely that FCA will be able to ignore this, but it is just as unlikely that any development money will be afforded to come up with a replacement for the Ypsilon, which is as similarly old as the Panda. Perhaps official announcements expected on Thursday will also clarify what will happen to Lancia.

Dodge Dart pushed toward the grave with simplified lineup

FCA announced a while back that the Dodge Dart and its Chrysler 200 half-sibling are on the way out due to lack of interest. The 2016 model year will be the Dart's last, and Dodge has just reconfigured the lineup mid-year to lower (relative) pricing and streamline ordering. Streamlined is a nice way of saying there will be fewer choices, with three models (down from five) and limited customization beyond choosing the paint color. The odd thing is that the Dart continues to offer three different engines. And while the prices of the individual models have decreased, the former SE base trim is now gone. That means an early-2016 Dart was available for as little as $17,990, while the late-2016 Dart starts at $18,990. For that sum you get the new base model, the SXT Sport, which replaces the SXT and comes with the 2.0-liter Tigershark four-cylinder (160 horsepower, 148 lb-ft of torque) and a six-speed manual; a six-speed automatic is an available option. Standard equipment includes normal entry-level car stuff, black cloth upholstery, 16-inch wheels, and grille shutters that help improve fuel economy. The SXT Sport can be dressed up with one of three different appearance packages; Chrome adds bright accents to parts including the grille and door handles, Rallye has a black grille and a touring suspension, and the Blacktop package makes pretty much everything on the exterior black and includes a sport-tuned suspension. All three packages come with bigger wheels, too. From there it's on to the new Dart Turbo, for $20,490. It comes with the 1.4-liter turbo four (160 hp, 184 lb-ft of torque) and comes exclusively with a six-speed manual transmission. This is supposed to be the model for enthusiasts, which is how Dodge is selling the switch to manual-only. Ditching the disliked dual-clutch automatic that was previously offered with this engine doesn't hurt. This engine was also used in the former Aero model, as it's the most fuel-efficient in the lineup. The Turbo gets the Rallye appearance stuff and a different hood. At the top is the Dart GT Sport, starting at $21,900. It has the 184-hp, 2.4-liter Tigershark four-cylinder and a choice of six-speed manual or automatic transmission. This is the one with features, including a power driver's seat, the 8.4-inch Uconnect infotainment unit, digital reconfigurable gauges, dual-zone auto climate, keyless start, and a rearview camera. The latter-part-of-2016 Dart will be available in eight colors.
