The USPS needs 180,000 new delivery vehicles, automakers gearing up to bid

Winning the New York City Taxi of Tomorrow tender was a huge prize for Nissan, even though the company is still working through the process of claiming its prize. The United States Postal Service has begun the process to take bids for a new delivery vehicle to replace the all-too-familiar Grumman Long Life Vehicle, and that will be a much larger plum for the automaker who wins it, perhaps worth more than six billion dollars. The Grumman LLV is an aluminum body covering a Chevrolet S-10 pickup chassis and General Motors' Iron Duke four-cylinder engine. The USPS bought them from 1987 to 1994, and the 163,000 of them still in service are a monumental drain on postal resources: they get roughly ten miles to the gallon instead of the quoted 16 mpg, drink up more than $530 million in fuel each year, and their constant repair needs like the balky sliding door and leaky windshields have led the service to increase the annual maintenance budget from $100 million to $500 million. A seat belt is about as modern as it gets for safety technology, and the USPS says that assuming things stay the same, it can't afford to run them beyond 2017. Last year it put out two triage requests for proposals seeking 10,000 new chassis and drivetrains for the Grumman and 10,000 new vehicles. The LLV is also too small for the modern mail system in which package delivery is growing and letter delivery is declining. The service says it doesn't have a fixed idea of the ideal "next-generation delivery vehicles," but it listed a number of requirements in its initial request and is open to any proposal. Carriers have some suggestions, though, saying they want better cupholders, sun visors that they can stuff letters behind, a driver's compartment free of slits that can swallow mail, and a backup camera. The request for information sent to automakers pegs the tender at 180,000 vehicles that would cost between $25,000 and $35,000 apiece, and it will hold a conference on February 18 to answer questions about the contract. GM is the only domestic maker to avow an interest, while Ford and Fiat-Chrysler have remained cagey. Yet with a possible $6.3 billion up for grabs and some new vans for sale that would be advertised on every block in the country, we have a feeling everyone will be listening closely come February 18. Body shop manager stole over $500,000 worth of government trucks and parts

The US Department of Justice announced yesterday that the manager of a collision and restoration business in Virginia admitted he helped misappropriate and sell vehicles and parts from the State Department. Specifically, he sold 12 Chevrolet Suburbans, a Hummer, and $7,500 worth of tires and wheels. He pled guilty to charges to commit theft of government property and wire fraud. He will likely see 18 to 20 months in prison, a fine of $4,000 to $40,000, and has already agreed to pay restitution of $416,020 and asset forfeiture of the same amount. According to the Department of Justice, the body shop manager, James Ratcliffe, worked with the owner of the business and a State Department official, both unnamed, to obtain the property. It started with the wheels and tires, which were delivered and sold on two occasions, one in 2011 and another in 2012. The trucks came later, and were sold throughout 2011 and 2013. Ratcliffe and the shop owner kept most of the profits, and shared some of the leftovers with the government official. In addition to the vehicles that were sold, the government official also gave Ratcliffe a pair of Suburbans for his own personal use. Some police in Los Angeles will be riding Zero MMX electric motorcycles on duty. The LAPD is adding the fully electric police/military all-terrain bikes to its patrol fleet. According to Officer Steve Carbajal of the department's off-road unit, "It costs less than 50 cents to charge compared to using gallons of gas, maintenance is simple, and the community appreciates how quiet they are." The electric bikes, with their lack of noise and a headlight the rider can turn off, also have the benefit of stealth, giving the officers what Carbajal calls "an added tactical advantage." The MMX also has swappable batteries, is designed for quick ignition and has power reserve capabilities so the rider won't be caught with a dead battery while chasing down a perp. Drivers of classic cars in Detroit were able to fill up their tanks at gas prices corresponding to their model year, thanks to a promotion by Hagerty Insurance for National Collector Car Appreciation Day on July 11. That meant prices from 21 to 90 cents a gallon, as the cars that showed up ranged from the years 1929 to 1989. That's about as affordable as charging your EV. GM is about two-thirds of the way through the development of the new inverter, which should be ready in January 2016. The inverter, which has a peak output of 55 kilowatts a continuous output of 33 kilowatts, will be adaptable for use in other GM vehicles. Chevrolet is working to reduce the Volt's production costs by $10,000 per vehicle, which should make it more affordable, and the new inverter could help reach that goal should it make its way into the car.
