Body shop manager stole over $500,000 worth of government trucks and parts

The US Department of Justice announced yesterday that the manager of a collision and restoration business in Virginia admitted he helped misappropriate and sell vehicles and parts from the State Department. Specifically, he sold 12 Chevrolet Suburbans, a Hummer, and $7,500 worth of tires and wheels. He pled guilty to charges to commit theft of government property and wire fraud. He will likely see 18 to 20 months in prison, a fine of $4,000 to $40,000, and has already agreed to pay restitution of $416,020 and asset forfeiture of the same amount. According to the Department of Justice, the body shop manager, James Ratcliffe, worked with the owner of the business and a State Department official, both unnamed, to obtain the property. It started with the wheels and tires, which were delivered and sold on two occasions, one in 2011 and another in 2012. The trucks came later, and were sold throughout 2011 and 2013. Ratcliffe and the shop owner kept most of the profits, and shared some of the leftovers with the government official. In addition to the vehicles that were sold, the government official also gave Ratcliffe a pair of Suburbans for his own personal use. The Department of Justice estimated the total value of the SUVs at $96,400. In total, the group misappropriated $512,420 worth of property. Related Video:

2016 Chevrolet Malibu Hybrid: 48 mpg for $28,645

With the 2016 Chevrolet Malibu Hybrid, General Motors wants to show it's as serious about mainstream hybrids as it is about mainstream midsize sedans. Keeping with the theme, Chevy announced the Malibu Hybrid will have a serious price tag of $28,645. Chevy said Thursday the 2016 Malibu Hybrid will go on sale in the spring, with that price also including an $875 destination charge. That's about $3,000 more than where the Ford Fusion Hybrid kicks off, and about $2,000 more than a Toyota Camry Hybrid LE. The big news being pushed with the Malibu Hybrid, however, is the fuel economy. GM says it's capable of 48 miles per gallon city and 45 highway, for a combined rating of 47 mpg. That's better than any other 2016 midsize hybrid sedan. Power comes from a 1.8-liter gasoline engine and an electric motor with a 1.5-kWh lithium-ion battery, producing 182 combined horsepower. That's competitive with both the Camry and Fusion. Chevy also likes to say it's roughly the same system as the one installed in the 2016 Volt – although with a smaller battery, larger gas engine, and without the plug – so the Malibu Hybrid has that halo effect going for it. With both this Malibu and 2016 Toyota Prius, there's a lot of activity around gas-electric hybrids amid lowering fuel prices and a raft of plug-ins and full-electrics. The gas-only 2016 Malibu was found to be, "at least good again," so the 2016 Malibu Hybrid should be able to attract those who want a competent midsize sedan with excellent fuel economy that awaits EPA verification. GM diesel pickups first to undergo extra EPA, CARB testing

The effects of Volkswagen's long-running diesel emissions evasion are starting to spill over to other automakers, but General Motors is taking things in stride. The 2.8-liter, four-cylinder Duramax in the 2016 Chevrolet Colorado and GMC Canyon is the first engine to get extra scrutiny by the Environmental Protection Agency and the California Air Resources Board, Automotive News reports. Rather than just the usual in-lab test, it's also being checked on the road. However, the extra evaluation shouldn't have any impact on when the trucks with his mill hit dealers later this fall. "We're in our final stages of the EPA certification, and our launch is on track," Chevy spokesperson Otie McKinley tells Autoblog. The four-cylinder diesel in the trucks makes 181 horsepower and 369 pound-feet of torque, and the automaker is touting low NOx production. In the announcement for the Colorado's specs, the company calls it "the cleanest diesel truck engine ever produced by General Motors." The tech includes exhaust gas recirculation to lower combustion temperatures and improve emissions. There's also a urea tank like on the bigger diesels for full-size trucks, and it gets refilled in time with oil changes. An indication on the instrument panel lets drivers know when that's needed, too. Even with the more demanding testing, the company doesn't seem too worried about the four-cylinder passing. "Part of our development process is on-road and off-road [laboratory] testing," Scott Yackley, Chevy Trucks assistant chief engineer, said to Automotive News. In the wake of the VW scandal, the EPA has pledged more rigorous testing. Before, on-road emissions evaluations were largely limited to heavy-duty vehicles, but the agency has decided to apply the checks more often to other models. There's also now greater cooperation with Canadian authorities.
