GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Recharge Wrap-up: Chevy Volt's new, improved powertrain; Inabikari wants to build Tesla Model X fighter

We knew the 2016 Chevrolet Volt's new powertrain would provide more range, but we didn't know how much. According to GM's Executive Director Larry Nitz, it is about 12 percent more, overall. "I can't think of a powertrain we've re-engineered more extensively within a five-year period than this one," he said. The battery, electric drive system and gasoline generator have all been reworked to allow for an overall driving range of up to 425 miles, with electric range speculated to reach 42 miles or more. The new Volt will also benefit from 20 percent quicker low-end acceleration, weight reductions and improvements in NVH. Read more at Hybrid Cars and at the SAE website. Hyundai's FCEV research and development boss, Dr. Sae-Hoon Kim, is optimistic about the future of hydrogen mobility in Japan. With the Tucson Fuel Cell already in production ahead of Toyota's FCV, Hyundai has a foothold in the hydrogen car scene. Kim believes that since the Fukushima disaster, Japan's attitudes toward energy make it friendly to a growing hydrogen economy. He also says that hydrogen won't be limited to Hyundai, with Kia getting all the battery EVs. "Both types are for both companies," Kim says. "For the moment, volumes are small and it is not wise to have Hyundai and Kia competing." Read more at Just Auto. The Latvian/German startup Inabikari is using crowdfunding to build an electric crossover for Europe. The Rev.01 EV hopes to compete with Tesla's upcoming Model X with a range of over 400 miles and a five-second 0-60 time. The group currently is trying to raise initial funds through an Indiegogo campaign, with hopes of more investment in the future and sales beginning in 2017. The World Light Duty Test Procedure, set to replace the New European Driving Cycle in 2017, will push automakers to find new ways to reduce drag on their vehicles. For better aerodynamics, we could see traditional side-view mirrors replaced by cameras that display what they see on screens inside the vehicle. Another likely change will be the introduction of smaller, narrower wheels. Improving the average drag coefficient from 0.32 to 0.20 could reduce CO2 emissions by as much as 20 percent. Recharge Wrap-up: Ford HQ gets giant solar array, Chevy City Express gets 24 MPG city

Ford will be building Michigan's largest solar array at its Dearborn headquarters. With funding from DTE Energy, the solar carport will provide covered parking, as well 30 charging stations for electric vehicles. The array is expected to generate 1.13 million kWh per year for Ford's operations, and offset 794 metric tons of carbon emissions. Read more in the press release below. Chevrolet announced the fuel economy for the 2015 City Express, at 25 mpg combined. The cargo van is rated at 24 mpg in the city, and 26 mpg on the highway. Chevy credits the van's inline four-cylinder engine and continuously variable transmission for its impressive city mileage. For its customers - which are mainly businesses - "The fuel economy of the City Express will help stretch their dollar at the pump and give them the flexibility to invest the savings back into their business," says Chevrolet's Ed Peper. The City Express starts at $22,950. Read more in the press release below. Engineers at the University of Wisconsin have developed an efficient engine that runs on a diesel-gas blend. The engine, which uses a computer to control the blend proportions, is about 15 percent more efficient than the any diesel engine according to mechanical engineering professor Rolf Reitz. The team has put the experimental reactivity controlled compression ignition (RCCI) engine in a demonstration car - a 2009 Saturn. "This vehicle can do 50 miles per gallon," says Reitz, who believes the system could be improved further. Read more at Wisconsin Public Radio. The Southeast Alternative Fuel Conference and Expo will take place in October in Raleigh, North Carolina. Held at the NC Clean Energy Technology Center from October 22-24, the event will feature a variety of exhibitors, speakers and, most importantly, alternatively powered vehicles. "The three day conference will be a one-stop shop for fleet and transportation related decision makers to learn about return on investment, efficiency and alternative transportation fuels such as biodiesel, electricity, ethanol, propane and natural gas," says Anne Tazewell of the NC Clean Energy Technology Center.
