How real is the Chevy Bolt EV and will it really cost $30,000?

"This is us bragging that we can do this kind of car." That's how Michael Simcoe, GM's executive director for NA exteriors, described the Chevy Bolt EV concept, which made a surprise appearance at the Detroit Auto Show today. While there was talk of a 2017 production debut, this is for sure a concept vehicle. But that means the ideas behind the vehicle are perhaps more important than the details. For example, no one is talking about what size battery might appear in a production Bolt, but Simcoe would talk about how rapid progress in battery improvements made it possible for GM to make the bold Bolt declaration that promises 200 miles and a price tag of around $30,000 (after incentives). But if the Bolt makes it to market, it won't be until 2017 (as rumored) or later, is it really fair to promote the car as being available with a federal tax credit? For one thing, credits for plug-in vehicles may change in the next few years, but if the laws stay the same, each manufacturer is limited to 200,000 vehicles before the credits start to decline. GM is justifiably proud that it's sold over 70,000 Volts thus far, but with a new model coming out later this year and a few years to go until the Bolt potentially arrives, GM could be pushing right up against that 200,000 limit when the Bolt goes on sale. But Volt executive chief engineer Pam Fletcher told AutoblogGreen that, "We're just trying to take some of the confusion out." "Think about talking to the average consumer," she said. "First, going through the explanation of how the federal tax credit was set up, how it's being used and so on. [In the industry, we] have the luxury of understanding the nuances of that regulation, but right now people who aren't in the marketplace, they don't have the luxury of all that. It's already hard to communicate the details so we gave them data in a way that is what they're used to seeing." There was one question that drove the two-year Bolt gestation and design period, Simcoe said: What does a better battery offer a vehicle designer? "We've got a number of spaces we play in for powertrain technology and obviously electrification is one of them," he said. "With Volt 1 and then the Spark EV, with that development and batteries getting better for us, we started doing some practical packaging to deliver a vehicle which was not the traditional aero form which you see around electric vehicles.

Chevrolet offers versions of its Express passenger van with B20 biodiesel and E85 capability. Customers can buy the van with the Duramax turbodiesel V8, which is compatible with the 20-percent biodiesel blend. There is also a FlexFuel V8, which can use the 85-percent ethanol gasoline blend. Early buyers of the Cadillac ELR in Canada will get a 240-volt charger installed at their home for free. It should help convince some buyers to adopt the range extended luxury EV. Cadillac's Chief Marketing Officer Uwe Ellinghaus says, "Professional installation of the fastest home-charging unit is a natural way to mark the introduction of ELR to the luxury market." Read more in the press release below. Renovo has received venture capital funding from California-based True Ventures to build its Coupe electric supercar. The impressive EV, with its 500 horsepower and 1,000 pound-feet of torque, is an inspiring vehicle built by a promising company, according to its financial backers. Toni Schneider of True Ventures says that Renovo has "created incredibly advanced technology and a beautiful machine that is well positioned to disrupt the automotive market." Read more in the press release below. Renault says it will build its Fluence ZE electric car in China for an unnamed brand, pending government approval. Chief Executive Carlos Ghosn announced the plan at a test drive event in France on Monday. Renault has a partnership with Dongfeng Motors to build and sell its cars in China. Read more at Reuters. Germany has lifted its ban on Uber. While the German court believes the ride-hailing service is operating illegally without proper licensing for drivers, it says Taxi Deutschland waited too long to file the case against Uber. A new report from UC Davis claims that a global expansion of public transit could save 1,700 megatons of carbon dioxide yearly and over $100 trillion by 2050. A "high-shift scenario" would be necessary, wherein governments invest in rail and clean buses, expand biking and walking infrastructure and shift focus away from projects that encourage car use. GM delaying additional Silverado EV and Sierra EV production to Q4 2025

This looks like more "Gotcha!" news about storms in the EV sector, but the word "additional" is key here. The Detroit News reported today that GM is pushing delaying production of the Chevrolet Silverado EV and GMC Sierra EV pickups at the Orion Assembly Plant to late 2025, about a year behind expectations. The Silverado EV Work Truck is already in production at GM's Factory Zero in Detroit, which won't change. Retail versions of the Silverado EV are still planned for production at Factory Zero before the end of this year, and the Sierra EV is expected to enter production at Factory Zero early next year. This new plan simply means GM won't add more production of those electric trucks at Orion.  GM builds the Chevrolet Bolt at Orion right now, assembly of that groundbreaking car to end this year. GM's original idea was to spend $4 billion to convert Orion to EV pickup production in time to get its two giant profit makers rolling down lines in early 2025. The move to late 2025 could mean the plant is out of commission for about two years. The facility's 1,261 employees are being offered spots in other plants, including Factory Zero.  The automaker gave several reasons for the move, a spokesperson telling The Detroit News the company wants "to better manage capital investment while aligning with evolving EV demand," and telling the Detroit Free Press, "We're looking at EV demand and the trendline for EVs is stabilizing. ... It is not rising as fast as originally forecasted." On top of that, engineers "have identified engineering improvements that we will implement to increase the profitability of our products." The spokesperson also made it clear that the delay has nothing to do with the UAW strike, now in its 32nd day.  Factory Zero's working up to a near-term production capacity of about 600,000 units annually, GM saying it wanted to get capacity to 1 million EVs annually by the end of 2025. At the moment, the site builds the Silverado EV Work Truck, the GMC Hummer EV pickup and SUV, and the Cruise Origin shuttles — not the Bolt taxis, the autonomous pods. The Detroit News reported GM sold 18 Silverado EV Work Trucks in Q3 this year, GM Authority says GMC Hummer EV production has ramped up to about 3,000 units per month, and Cruise Origin is still waiting on approval from the National Highway Safety Traffic Administration to mass-produce the autonomous shuttles because the shuttles need an exemption for not having steering wheels.
