GM seeks national mandate for zero-emissions cars

DETROIT — General Motors says it will ask the federal government for one national gas mileage standard, including a requirement that a percentage of auto companies' sales be zero-emissions vehicles. Mark Reuss, GM's executive vice president of product development, said the company will propose that a certain percentage of nationwide sales be made up of vehicles that run on electricity or hydrogen fuel cells. GM says a nationwide program modeled on such a requirement in California could result in 7 million electric vehicles, or EVs, on U.S. roads by 2030. California wants 15.4 percent of vehicle sales by 2025 to be EVs or other zero emission vehicles. Nine other states, including Maryland, Massachusetts, New Jersey and New York, have adopted those requirements. In January, California Governor Jerry Brown set a target of 5 million zero-emission vehicles in California by 2030. The Trump administration criticizes California's ZEV mandate, saying it requires automakers to spend tens of billions of dollars developing vehicles that most consumers do not want, only to sell them at a loss. Reuss told reporters that governments and industries in Asia and Europe "are working together to enact policies now to hasten the shift to an all-electric future. It's very simple: America has the opportunity to lead in the technologies of the future." A national mandate also would create jobs and reduce fuel consumption, CO2 emissions and "make EVs more affordable," Reuss added. GM, the nation's largest automaker, will spell out the request Friday in written comments on a Trump administration proposal to roll back Obama-era fuel economy and emissions standards, freezing them at 2020 levels instead of gradually making them tougher. Under a regulation finalized by the Environmental Protection Agency at the end of the Obama administration, the fleet of new automobiles would have to get 36 miles per gallon by 2025, 10 mpg higher than the current requirement. But the Trump administration's preferred plan is to freeze the standards starting in 2021. Administration officials say waiving the tougher fuel efficiency requirements would make vehicles more affordable, which would get safer cars into consumer hands more quickly. GM on Thursday said it doesn't support the freeze, but wants flexibility to deal with consumers' shift from cars to less-efficient SUVs and trucks.

Junkyard Gem: 1985 Chevrolet Sprint

For in the 1985 model year, General Motors began selling Chevrolet-badged Suzuki Cultus hatchbacks in California. Sales of the cheap three-cylinder econobox in the rest of North America followed soon after (with the Canadian version known as the Pontiac Firefly), and did pretty well considering the crash in gasoline prices during the middle 1980s. Starting in 1988, the facelifted Sprint became the Geo (and, later on, Chevrolet) Metro. Here's one of the very first Cultuses sold on our shores, found in a San Francisco Bay Area car graveyard. Amazingly, the primitive rear-wheel-drive Chevrolet Chevette remained available all the way through 1987, competing with the thriftier front-wheel-drive Sprint in the same showrooms. For 1988, Pontiac started selling a rebadged Daewoo LeMans, so the Sprint/Metro never lacked for intra-corporate competition. Inside, you'll find the same stuff most mid-1980s Japanese econoboxes got: tough cloth upholstery and long-wearing hard plastics. Suzuki quality in 1985 wasn't quite up to Honda or Toyota levels, but you weren't paying Honda or Toyota prices for the Sprint. MSRP on this car started at $4,949, or about $12,000 in 2020 dollars. The cheapest possible 1985 Chevette cost $5,340, while a new no-frills Ford Escort would set you back $5,620. Subaru, however, could have put you in a punitively unappointed base-model Leone hatchback for just 40 bucks more than the Sprint that year. I think I'd have sprung the extra for a $5,348 Toyota Tercel, a $5,195 Mazda GLC, or— best cheap-commuter deal of all that year— the $5,399 Honda Civic 1300 hatchback. I was 19 years old and driving a Competition Orange 1968 Mercury Cyclone that year, and I recall feeling pity for Chevy Sprint drivers, new-car smell or not. Still, these weren't bad cars for the price, though a Sprint with an automatic transmission was a real character-builder. Got three cylinders and uses 'em all! 48 horsepower from this hemi-headed SOHC 1-liter. The Turbo Sprint — yes, such a car existed — had a howling 70 horsepower. These days there are plenty of vehicles that blur the conventional automotive class structures. For instance, was the Honda Crosstour a wagon or an SUV? And what exactly was the Nissan Murano CrossCabriolet? Regardless, those line-blurring cars (or trucks) are out there, and though this one didn't roll off a production line, it's still quite the automotive head-scratcher. Hailing from Missouri, this epic creation is one part mad science experiment, one part 1947 Chevrolet pickup, and one part '95 Mercury Cougar. Add it all up and you get an awesome truck-sports-car hybrid, complete with an outrageous wing and a V8 to boot. And interestingly enough, it's up for sale . According to the listing, the Chevrolet truck cab (which had previously been chopped) was sanded down to bare metal and given a thorough shellacking of clear coat. It was then melded together with the front end of a 1995 Chevrolet S10 pickup truck, and set low to the ground on Bilstein suspension drop spindles. Stance achieved. But instead of fielding an engine from either of those pickups, it pulls its heart from a 2005 Chevrolet Tahoe SUV—a big 5.3-liter V8 heart, that is. It comes backed-up to a GM Turbo 400 automatic transmission. Towards the rear however is where things get really interesting. A Copper Pearl coated tube frame chassis both attaches the rear independent suspension (a la Mercury Cougar) to the racy spoiler, as well as secures the rat rod's rear-mounted radiator, fan, and fuel tank. I'm not quite sure why, but it just looks glorious. RELATED: Reports Say Mid-Engine Corvette Will Arrive in 2018 Inside the vintage cab, the Chevrolet furthers its racing proclivities (it's said to have won burnout and auto-cross events) with a pair of harnessed racing seats, a drift brake, a detachable steering wheel, and a tachometer with oil and temperature gauges, but oddly no speedometer. The shifter is a crescent wrench. And its shift boot? That's a Crown Royal Purple bag. All in all, this grin-worthy Frankenstein creation tallies up bits and pieces from four different vehicles (five if you include the Camaro wheels), which make it truly a mash-up of epic proportions.
