General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

How two-state Chevy Spark EV outsold 50-state Volt last month

Is it really just about price? Last month, the Chevy Spark EV got a sizable price drop of $1,500 alongside a lowered lease price of $139 a month (down from $199). Those numbers, particularly that cheap lease, had a tremendous impact on how many all-electric Sparks GM sold last month. There were 920 Spark EVs sold in April, and the Spark EV is available in only two states: California and Oregon. Sales will start in Maryland in the third quarter of 2015, but there are no pre-orders taking place there, so all 920 were West Coast sales. To be more precise, there were about 864 Spark EV leases signed last month, since 94 percent of those 920 sales were retail leases. As Annalisa Bluhm from Chevrolet communications told AutoblogGreen, that level was, "simply insane." "In those states which offer Spark EV, you can get a 1LT Spark EV for less than a 1LT Spark, with more features" Bluhm said. "Factor in that you will save approximately $82 per month by abstaining from gas, and it's easy to see why people went crazy for the Spark." Let's put 920 into perspective. For one thing, it's crazy up from the 151 Spark EVs sold in March 2015 and the 97 sold in April 2014. It's also almost as many as GM sold all last year, and way more than two years ago. The General sold 653 Spark EVs in 2013 and 1,146 in 2014. To throw in a comparison with GM's longstanding plug-in champion, the aging Volt, the Spark EV came out ahead in the monthly tally for the first time ever. In April, the Volt sold 905 units. The plug-in hybrid's best-ever sales month was August 2013, when it sold 3,351 units. Counting all models and powertrains, Chevy sold 3,743 Sparks in April. So, does this success mean that Chevy is looking to bring the Spark EV to more markets? Bluhm said that GM is considering other states and is always looking at the business case, but has "nothing to announce yet." Last year was all about the latest in light-duty full-size pickup trucks, so this year, Ram, Ford and Chevy are launching the heavy-duty variants. The first out of the gate is the redesigned 2019 Ram 2500 and 3500 HD, and Ram dropped all the pertinent specs with the reveal. Chevy followed with the new Silverado HD in Chicago, and Ford revealed updates to the Super Duty at the same show. Ford hasn't released details on output, payload capacity, towing capacity or pricing for the updated Super Duty. As such, we'll be comparing the current Super Duty with the all-new Silverado HD and Ram HD. Both Chevy and Ram have revealed full specs for each of their respective trucks, leaving out only pricing, which we've estimated based on the outgoing models. Some things to keep in mind: These specifications cover all versions of the Ram HD, Silverado HD and Super Duty, such as 2500 and 3500 models, and all the way up to F-450. Specifications can vary widely based on engine, drivetrain, cab and bed configurations, so be sure to take a close look at the specific model you're interested in when you get particularly serious about buying. Engines and drivetrains All three of these trucks offer gasoline and diesel engines, but only the Ram has two versions of the diesel. Starting with gas engines, Ram's 6.4-liter V8 has the power advantage with 25 more horsepower than the next-most-potent Super Duty, but the new Silverado HD's 6.6-liter V8 takes the torque crown at 464 pound-feet, nearly 35 more than the other two gas engines. The Ram is also the only one to pair an eight-speed automatic with the gas engine, whereas the Ford and Chevy make do with a six-speed. With diesel engines, horsepower is a weak point for the Ram. The Ram's entry-level turbo 6.7-liter inline-six is the weakest, as the only one with under 900 pound-feet of torque and under 400 horsepower. Even the high-output version only makes 400 horsepower, while the Chevy makes 445 and the Ford 450. But the tables turn with torque, as the Ram makes a best-in-class 1,000 pound-feet followed by the Ford's 935 and the Chevy's 910. Both the Ram and the current Super Duty diesels each get a six-speed automatic, but the new Silverado HD's diesel gets a 10-speed unit.
