Florida law, if an out-of-state purchaser takes delivery of
a vehicle in the state of Florida we are obligated as a
licensed dealer to collect sales tax at a rate equal to the
purchasers state sales tax. The purchaser will then be given
a receipt proving tax paid to present to their tax
collectors office for sales tax credit. This does not apply
to vehicles shipped out of state, only ones picked up in

Looking at the progress General Motors has made since it entered bankruptcy, it's easy to forget that the company still has a long way to go before it's the juggernaut it once was. A recent report from Reuters points out that, while GM is making money, it isn't making any gains in terms of US market share. Quite the opposite, really. Consider this factoid: In 1963, nearly half of the cars sold in the United States were from Chevrolet, Cadillac, Buick, GMC or Pontiac. Now, the company's US market share is stagnant at 17.9 percent. That same number is half of just Chevy's 1963 market share. This is all despite GM going on a binge replacing or updating its models. "Market share increases are not instantaneous," Mark Reuss told Reuters at the 2014 Detroit Auto Show. "We've got a lot of baggage. Don't underestimate what people though of us, or these brands, through these hardships and 30 years." The reasons for the stagnant market share are numerous. Reuters points out that retooling of factories and a focus on limiting incentives are both good things for profit, but not necessarily for market share. There's also the troubling turnover of the brand's marketing department. These issues don't change the fact that Chevrolet has lost 1.4 percent of its market share in two years, and that Cadillac - arguably GM's most improved brand overall - has lost 1.2 percent in the same period. Part of that can be blamed on GM's avoidance of fleet sales in favor of more profitable customer sales. "Our focus has really been on retail and that's where we've got the growth," said Alan Batey, GM's interim global marketing boss. "We want to grow GM and that means growing market share and profits, but it's not at all costs," Reuss said. If you've taken even a cursory look at GM's European strategy and wondered how it can target the market there with both Chevrolet and Opel/Vauxhall, you're not alone. In fact General Motors itself has found it difficult to justify the two-pronged approach. That's why it's essentially pulling Chevy from the European marketplace.
Instead of trying to ply European buyers with what are mostly former Daewoo products rebadged as Chevys, GM will now let Opel (or Vauxhall in the UK) represent its mass-market aspirations. Chevrolet will keep its presence in Russia and other former Soviet markets, and will continue selling certain niche products in Eastern and Western Europe. The Corvette, for example, has long been sold in Europe through Cadillac dealerships, which for its part is currently "finalizing plans for expanding in the European market".
While the shift in strategy is expected to help GM get a stronger foothold in the European market in the long run, in the short term the restructuring will cost it dearly: between $700 million and $1 billion, according to its own estimates, split between the last quarter of this year and the first half of the next. Cadillac is issuing a recall on 82,620 examples of the 2013-2016 ATS worldwide to fix a compliance issue with the sunroof controls. Until a service bulletin goes out to take care of things, there's also a stop sale on the luxury compact in the United States, The Detroit News reports. Of the affected models, 63,665 are in the US, according to a statement sent to Autoblog, and 7,922 of them are in Canada. The problem is actually the same issue as a recall on nearly 59,000 examples of the 2013-2015 ATS in the US in February. In them, the controls for the tilt and slide of the roof aren't recessed enough to meet government standards for the force necessary to operate the buttons. The Feds believe that someone could accidentally activate the auto-close and potentially be at risk. At the time, Cadillac dealers installed a new trim plate to add the needed clearance. In the latest update, the company is adding the 2016 model year, and according to The Detroit News, 70 percent of the cars from the original campaign also need another new trim plate. Unsurprisingly for such a minor defect, there are no known crashes, injuries, fatalities, or customer complaints related to this issue, according to the announcement by General Motors. Cadillac ATS Statement: General Motors is recalling 63,665 Cadillac ATS sedans in the United States from the 2013-2016 model years because the power-operated roof panel systems on these vehicles will auto-close when the non-recessed portion of the "Slide" or "Tilt" switches are pressed and the roof panel is open. Because these switches are not fully recessed, they can be actuated with less force than required to comply with applicable federal standards. GM knows of no crashes, injuries or fatalities related to this issue and has received no customer complaints. The total population of the recall including Canada, Mexico and exports is 82,620.
