U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Junkyard Gem: 1990 Buick Reatta

General Motors built some interesting sporty cars during the late 1980s and early 1990s, as the company attempted to claw back market share from European manufacturers of high-end two-doors. There was the mean-looking Oldsmobile Trofeo, the Turin-to-Hamtramck Cadillac Allante, and the gadget-packed Buick Reatta. Here's an example of the latter car, wearing Maui Blue paint and residing in a Denver self-service wrecking yard. There was a lot to like about the Reatta, but the powertrain came as a disappointment: the ancient, rough-running pushrod Buick 3.8-liter V6 engine, driving the front wheels through a four-speed automatic transmission. The 3800 engine made 165 horses in 1990, which wasn't bad for that year, but Reatta money would have bought you a new 1990 BMW 3-Series with a tuneful 168-horse DOHC straight-six. The Buick V6 was something of an Albanian grain-thresher motor compared to the engines in the Reatta's European rivals' cars: rugged but crude. The pre-1990 Reattas came with Buick's amazing touchscreen computer interface, which may have scared off the most conservative Buick traditionalists. This car had more typical-for-1990 controls. Opel Cascada close to getting green light for US

For a company with a long tradition of grand touring convertibles, it's almost unseemly that General Motors doesn't offer a properly relaxed four-seat convertible in North America. There's the Chevrolet Camaro, of course, but it's not big on rear-seat space and it doesn't offer that sort of serene demeanor that many open-air buyers crave. We're thinking of something more refined and, dare we say, elegant. Something a bit closer to the Opel Cascada.
The General's front-wheel drive convertible went on sale in Europe this year, and while it seemed like a natural fit for its Buick brand in America, it's never been sold here. That may be about to change, however. Back in June, CEO Dan Akerson hinted he'd like to see the Cascada available in the US, and now there's word from Edmunds that importation "could happen soon." That's according to an unnamed insider at the company.
It's almost unseemly that GM doesn't offer a relaxed four-seat convertible.
