GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. 2020 Buick Encore GX pricing makes it a better bargain than the smaller Encore

In April, Buick revealed the Encore GX at Auto Shanghai. At the time, we thought there was a chance the slightly larger GX would supplant the Encore in the U.S. By August, we learned that wouldn't happen, the Encore GX slotting into the lineup between the Encore and the Envision. With nearly $8,000 between the starting prices of the Encore and the Envision, there'd be plenty of room for the GX to find a good home leaving plenty of MSRP daylight between the crossover bookends. That doesn't appear to be what's happened, though. CarsDirect got hold of an early order guide for the Encore GX, and writes that the Encore GX in Preferred trim will cost $24,100 before a $995 destination charge, totaling $25,095. That's $900 more than the entry-level Encore in 1SV trim, but $500 less than the Encore in comparable Preferred trim.    The Encore offers an intermediate Sport Touring trim between Preferred and top-level Essence trims. The Encore GX will come in an intermediate Select trim, which CarsDirect didn't mention a price for. Stepping up to the top Essence variant with front-wheel drive costs $29,495 for the Encore GX, $800 less than a similar Encore, which costs $30,295.   If these are the figures that show up on dealer lots, the Encore GX seems like a no-brainer. The Encore rides on an older GM platform called GEM, for Global Emerging Markets, the GX model is built on GM's new VSS-F architecture. Both are fine looking vehicles, but the GX is a little more handsome. The Encore offers one engine, a 1.4-liter four-cylinder with 138 horsepower and 148 pound-feet of torque, shifting through a six-speed transmission. The base engine on the Encore GX will be a 1.2-liter turbocharged three-cylinder with an estimated 137 hp and 166 lb-ft, shifting through a CVT. The second GX engine is a 1.3-liter turbocharged three-cylinder with an estimated 155 hp and 174 lb-ft, optional on the front-wheel drive Select and Essence trims, standard on every all-wheel-drive model. That more powerful motor shifts through a nine-speed automatic.  As if all that weren't enough, the GX's reason for being is that it offers more room. An additional three inches in length provides an extra 4.7 cubic feet of cargo room behind the second row. The GX wins on safety, too, coming standard with tech like forward collision alert, lane keep assist, lane departure warning, and automatic emergency braking.

Junkyard Gem: 1978 Buick Electra 225

The Buick Electra was a big, plush, dignified land yacht for the 1959 through 1976 model years, but certain events in the middle 1970s, coupled with increasing sales of imported cars, convinced The General that a weight-loss program would help Electra sales. For the 1977 model year, the big Buick became 11 inches shorter and shed close to 900 pounds. Sales took off. Most of these cars are gone now, but I was able to find this faded '78 in a San Francisco Bay Area self-service yard a few weeks back. Just to be clear, the Buick Electra in the iconic Sir Mix-a-Lot video, My Hooptie, is a 1969 model. That car was much bigger and more powerful than today's Junkyard Gem. This car has the optional Oldsmobile 403-cubic-inch V8 engine under the hood, which was good for 185 horsepower and 320 pound-feet of torque. This is the same type of engine that was badged as a 6.6-liter plant in the Pontiac Firebird Trans Am of Smokey and the Bandit fame, and GM's mix-and-match games with engines from different divisions went on to cause great disgruntlement among buyers who wanted a Buick engine in a Buick. The silver-faced gauges were pretty cool-looking by late-1970s standards. The interior is standard-issue Detroit luxury car for the era: much vinyl, many molded-in fake stitches, plenty of not-trying-very-hard-to-look-real "wood." These cars rode very comfortably and looked sharp, so who cared if the interiors were plasticky? According to Glenn Ford, the '78 Electra carried on an ancient tradition of Buick luxury.
