GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Buick Cascada will start at $33,990

The Buick Cascada goes on sale early next year, bringing open-air motoring to the brand in the US for the first time in 25 years, and you'll need $33,990 to buy the standard model. Notice there's no asterisk after that price in the headline, because $33,990 includes the destination charge. Buick compares this convertible with the $37,525 Audi A3 droptop, noting that the 200-horsepower Cascada has 30 more hp, navigation and heated front seats as standard, eight-way power seats instead of four-way, 20-inch wheels instead of 17-inchers, and a heated steering wheel. The Cascada in Premium trim will run $36,990 and add forward collision alert and lane departure warning, auto headlights, park assist front and back, rain-sensing wipers, and two air deflectors. Quite a few of you have commented that it would be great if Buick could price the Cascada where the defunct Chrysler 200 Convertible used to live, and it's in the neighborhood. The 2014 200 S convertible was the top of the line in the model's last year, came with a 283-hp, 3.6-liter V6, and started at $33,445 before destination. It lacked the features, refinement, and looks of the Cascada, and that thirsty V6 got you gas mileage of 14 highway, 21 city. The soon-to-depart Volkswagen Eos, which also comes up frequently in Comments, starts at $32,860 after destination. If Buick kept the suspension tuning engaging, this could be really good. "With a lower price than key competitors, it also promises to shake up the segment – and look good doing it." Question of the Day: Best recipient for supercharged GM V6?

The good old Buick V6 engine was built from 1961 through 2008 (including a decade of production by Kaiser-Jeep) and went into way too many General Motors vehicles to list here. In 1991, the supercharged version of the 3800 was introduced, with a Roots-style Eaton blower on top, and now you can find these engines in just about every junkyard in North America. The 3800 shares a bellhousing pattern with the also-made-by-the-zillions GM 60° V6 engine, which means that it will install (with varying levels of sledgehammer clearancing and/or axle mix-and-matching) into plenty of GM vehicles that never received the 3800 from the factory. That means one thing: engine swaps! An excellent example of this is the 1992 Chevrolet Lumina APV "Dustbuster" minivan, which is a fully caged high-performance road-racing machine that features a supercharged 3800 and 5-speed manual transmission under its long, vacuum-cleaner-snout-like hood. The RaceVan, in Springfield Monorail livery, will compete this weekend at the Michigan 24 Hours of LeMons race with Autobloggers Mike Austin, David Gluckman, and Alex Kierstein at the wheel. My personal choice for supercharged 3800 power, though, has to be the Cadillac Cimarron, preferably the not-so-sought-after Cimarron d'Oro Edition. Some bashing and welding and cutting and pasting and this lightweight Cavalier sibling could have well over double its original horsepower. So, what's your blown 3800 engine-swap choice?
