Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

2023 Buick Envision prices up by at least $1,900 over 2022

When Buick uploads the configurator for the 2023 Envision, shoppers will find the mid-sized crossover more expensive than the 2022 model. GM Authority got hold of next year's pricing, revealing that MSRPs will go up by $1,900 on the bottom two trims and $5,810 on the top Avenir trim. The new math, which includes the destination charge increasing $200 to $1,395, erases the discounts that arrived with 2022 Envision pricing earlier this year. Retail cost for the coming Avenir with front-wheel drive after the destination charge will be: Preferred FWD: $34,795 Essence FWD: $38,895 Avenir FWD: $47,055 Adding all-wheel drive means another $1,800 on the Essence and Avenir. Doing the same for the entry-level Preferred means pushing MSRP up by $3,650 because of the $1,850 Convenience Package is mandatory when turning the rear axle.  The $1,900 upcharge for Preferred and Essence entails $1,500 for three years of OnStar and Connected Services, GM making the telematics service standard on the Cadillac, GMC, and Buick lineups as well as the Chevrolet Corvette for next year. That leaves the remaining $400 as a pure model-year price bump. The much larger rise for the Avenir is because it comes with a lot more equipment. For 2023 this trim makes the $1,965 and Technology Package II and $1,450 Panoramic Power Moonroof standard. The Technology Package adds enhanced LED headlights, adaptive cruise control, adaptive dampers, enhanced automatic emergency braking and parking assist, and a rear camera mirror with washer. Those bundles represent $3,415 of the upcharge, adding $1,500 for OnStar takes that to $4,915, leaving $895 as the model-year price bump. The rest should be carryover, save for potential changes to the exterior color menu. If there's any big news for the model next year, it would be the potential arrival of an Envision GX that would add about eight inches of overall length, with two of that between the wheels. Normally I wouldn't be much interested in a third-generation GM N-Body (a family that includes the Chevy Malibu and Olds Achieva) spotted in the junkyard, though a case could be made for such a vehicle's historical significance. This '97 Skylark, however, arrived in a Northern California self-service wrecking yard well-plastered with stickers, reflectors, and other personalizing touches, making it an interesting document of its time and place. It appears that both of the original white fenders got mashed and then replaced with blue ones, almost certainly obtained cheaply at a yard like this one. If you're not going to paint your new fenders to match the car, then you're already well down the slippery slope to making the car a giant mobile canvas to display your interests. A 20-year-old GM N-Body, regardless of how nice it was when new, isn't worth much, and you could stretch a line of these cars from Lansing to Lahore with all the used-up Ns sitting in American wrecking-yard inventory right now. Perhaps it was the grandchild of the car's original owner who indulged in White Widow cannabis and listened to Siouxsie & the Banshees. The odds against finding the original window sticker in a car like this are mighty long, but here it is. Sold new at Putnam Buick in Burlingame. It appears that this car spent most of its final decade in or near Mill Valley. Mill Valley is a mere 30 miles from Burlingame, or about three hours of Buick driving (you have to go past SFO, through San Francisco, and across the Golden Gate Bridge, a journey featuring apocalyptically terrible traffic at just about any time). Drive east across the Richmond-San Rafael Bridge and you'll get to this Skylark's final parking space, about 20 miles from Mill Valley. This car lived its whole life near the shores of San Francisco Bay, and it will die there. Feathers and a political-party charm adorn the headliner. This car's final owner had a practical side, as we can see from the many reflectors and lengths of safety tape. Just the thing for avoiding a T-bone wreck in the dead of night!
