Weekly Recap: Volkswagen moves forward under Muller

Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast. OTHER NEWS & NOTES 2016 Buick Cascada to start at $33,990 Buick hasn't made a convertible in 25 years. That's a whole person who can drink plus a kindergartner. So it's been awhile. Enter the 2016 Buick Cascada. It has top-shelf Opel engineering, slinky design, and it's reasonably priced.

Opel Insignia wagon would make a mighty fine Buick Regal

Once again, the Buick Regal's European stablemate will be getting a long-roof iteration, and our spy photographers have caught it out testing. Normally we wouldn't be overly concerned about the new Opel Insignia wagon, but considering the rumors surrounding a Regal wagon, we have reason to pay attention. Like the next-generation Insignia sedan that we've previously seen, this wagon adopts a much longer and wider look compared with the current model. The nose is also noticeably more upright than the gently sloping iteration of its predecessor. These changes are accompanied by more slender lights and a generally more broad-shouldered look. It's difficult to discern much else, though. As for the odds of this wagon appearing in the States, they look decent, but far from guaranteed. The next Regal sedan will probably continue as a rebadged Insignia, and may be built in Germany. Rumors of a wagon have persisted, supported by word of focus group testing with other wagons and the registration of a trademark for "Tourx." If Opel produces another high-riding, plastic-clad Country Tourer model, we could see it come here with the Tourx name to challenge the Subaru Outback, Audi Allroad, Volvo Cross Country models and, most recently, the Mercedes E-Class All-Terrain. It would also provide the company with another crossover-esque model for little extra development cost. We've also heard a report that a Regal wagon of some sort was confirmed at a dealer meeting. Junkyard Gem: Heavily personalized 1997 Buick Skylark Custom Sedan

Normally I wouldn't be much interested in a third-generation GM N-Body (a family that includes the Chevy Malibu and Olds Achieva) spotted in the junkyard, though a case could be made for such a vehicle's historical significance. This '97 Skylark, however, arrived in a Northern California self-service wrecking yard well-plastered with stickers, reflectors, and other personalizing touches, making it an interesting document of its time and place. It appears that both of the original white fenders got mashed and then replaced with blue ones, almost certainly obtained cheaply at a yard like this one. If you're not going to paint your new fenders to match the car, then you're already well down the slippery slope to making the car a giant mobile canvas to display your interests. A 20-year-old GM N-Body, regardless of how nice it was when new, isn't worth much, and you could stretch a line of these cars from Lansing to Lahore with all the used-up Ns sitting in American wrecking-yard inventory right now. Perhaps it was the grandchild of the car's original owner who indulged in White Widow cannabis and listened to Siouxsie & the Banshees. The odds against finding the original window sticker in a car like this are mighty long, but here it is. Sold new at Putnam Buick in Burlingame. It appears that this car spent most of its final decade in or near Mill Valley. Mill Valley is a mere 30 miles from Burlingame, or about three hours of Buick driving (you have to go past SFO, through San Francisco, and across the Golden Gate Bridge, a journey featuring apocalyptically terrible traffic at just about any time). Drive east across the Richmond-San Rafael Bridge and you'll get to this Skylark's final parking space, about 20 miles from Mill Valley. This car lived its whole life near the shores of San Francisco Bay, and it will die there. Feathers and a political-party charm adorn the headliner. This car's final owner had a practical side, as we can see from the many reflectors and lengths of safety tape. Just the thing for avoiding a T-bone wreck in the dead of night! "Essentially, Skylark embodies all of the features customers expect from a Buick, in a smaller package, with a very attractive MSRP."
