U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Buick Avenir concept struts into Motown

We love auto show surprises, and Buick has already gifted us a sparkly package on the eve of the 2015 Detroit Auto Show. Dubbed Avenir, this four-door concept is said to signal the future of the Trishield brand by previewing a possible flagship sedan. Incorporating time-honored Buick design hallmarks like the sweep-spear profile, Ventiports, and even a subtle boattail rear-end, the four-place sedan is powered by a surprisingly real-world powertrain – namely a next-generation V6 with cylinder deactivation and stop/start, with the most interesting part of the driveline arguably being a "twin-clutch all-wheel-drive system" and a nine-speed automatic gearbox with paddle shifters. Make no mistake, this is a big car. At 204.5 inches long, it's longer than a standard-wheelbase Cadillac Escalade – a span that's emphasized by the car's long hood and waterfall grille – though it's not quite as wide. While clearly a showcar, the beautifully crafted interior looks largely produceable, including attributes like a next-generation 12-inch touchscreen infotainment system and 4G LTE wifi, but we suspect a production car would pick up a third rear seatbelt and give away some of its flowing contours that are said to have been "inspired by nature and sea waves receding on a beach." No word yet on whether there's actually a showroom future for a car like this – it could simply be an exercise designed to test the waters for a next-generation LaCrosse. After all, sedans aren't exactly popular concept fodder these days, especially as crossovers continue to eat into traditional sedan sales in many of the world's markets. However, China still loves the coddling rear seats of a proper four-door sedan (which in this case include silk and bamboo elements), and with a majority of Buick sales happening in the People's Republic, the Asian nation controls the destiny of this General Motors brand. Said another way? Anything is possible, especially with General Motors known to be working on a large flagship sedan for Cadillac already – the Avenir is reportedly based on the same Omega architecture that will underpin the forthcoming CT6. Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast.
